11, 12 AND 13 FUEL OIL ENGINE DRIVEN BOOSTER PUMPS RELIEF REQUEST ass None Function The pumps boost up the fuel oil pressure going into the diesel engine cylinders.

They are diesel engine.shaft driven positive displacement pumps located on the diesel engines.

The pumps are required to get the fuel oil pressure up to that required by the diesel engine for proper operation.

Test Requirements ASME Section XI, Article IWP-3000 requires the measurement of inlet pressure, differential pressure, flow rate, vibration, amplitude, and bearing temperature.

Basis for Relief According to ASME Section XI, IWP-2100 a pump inservice test should determine the operational readiness of the pump.

These tests are not designed to establish complete pump performance.

After reviewing the fun.ction of the pump, operational readiness an be determined by verifying proper pump inlet and discharge essure.

Degradation of these pumps can be determined by servation during the monthly loaded surveillance runs of the fuel oil header pressure.

The acceptance criteria is provided on the Operator's reader sheets.

Alternate Testing Pump discharge pressure will be monitored monthly as part of the Diesel Engine Operability Surveillance.

ass None Function 11 AND 12 FUEL OIL TRANSFER PUMPS RELIEF REQUEST The pumps transfer fuel from four 30,000 gallon storage tanks located on 84 ft. elevation of the auxialiary building to the diesel day tanks.

The diesel day tanks are located on 120 ft. elevation of the auxiliary building.

Test Requirements ASME Section XI, Article IWP-3000 requires the measurement of inlet pressure, differential pressure, flow rate, vibration, amplitude, and bearing temperature.

Basis for Relief According to ASME Section XI, IWP-2100 a pump inservice test should determine the operational readiness of the pump.

These tests are not designed to establish complete pump performance.

After reviewing the function of the pump, operational readiness can be determined by verifying that the pump can fill the day ank in the required time.

Degradation of pump operation can be entified by monitoring pressure at the inlet of the day tank nd an increase in the time to fill the day tank.

Taking the bearing temperature will only verify the temperature of the working fluid.

Alternate Testing Measurement of inlet pressure on fuel oil transfer pump and discharge pressure at the inlet of day tanks.

Flow rate will be determined by draining the tank to 33 inches and measuring time to fill the tank to a full level.

Vibration measurements will be taken.

The coating of the parts with heated oil prevents unnecessary wear of engine parts.

Also, the pump provides supplement to the main shaft driven lube oil pump, if main engine lube oil pressure falls below 60 psi.

Test Requirements ASME Section XI, Article IWP-3000 requires the measurement of inlet pressure, differential pressure, flow rate, vibration amplitude, and bearing temperature.

Basis for Relief According to ASME Section XI, IWP-2100, a pump inservice test should determine the operational readiness of the pump.

These tests are not designed to establish complete pump performance.

Because the pump normally operates when the diesel engine is not running, the operational readiness of the pump can be determined y monitoring the lube oil header pressure and lube oil mperature.

Any degradation of pump operation will be noticed y a decrease in pressure or an increase in oil temperature.

Measurement of bearing temperature will only verify temperature of the working fluid.

Additional instrumentation or monitoring will not significantly increase the evaluation of pump operational readiness.

Alternate Test *Requirements PSE&G will monitor the lube oil header pressure and lube oil temperature, which will verify proper operation of the pump and insure lubrication of parts.

ALTERNATE TESTING:

These valves will be partial stroke exercised during refuelings with 100 psig nitrogen pressure on the accumulators. In addition, one valve will be selected each outage for disassembly and inspection per Generic Letter 89-04, Item 2. The entire valve population will be disassembled within a 6 year cycle.

Flow cannot be established during Power Operation because the RCS pressure is greater than both the RHR Pump shutoff head and accumulator pressure. During Cold Shutdown, testing this valve by accumulator discharge could result in Nitrogen gas intrusion into the Reactor Coolant System.

ALTERNATE TESTING:

These valves will be part stroke exercised duririg refueling with 100 psig nitrogen pressure on the accumulators. In addition, one valve will be selected each outage for disassembly and inspection per Generic Letter 89-04, Item #2.

The entire valve population will be disassenbled within a 6 year cycle.

3 FUNCTION; Service Water over-load discharge check valves.

TEST REQUIREMENTS:

Exercise valves at least once every three months, in accordance with the requirements of Section XI, paragraph IWV-3520.

BASIS FOR RELIEF:

These valves cannot be exercised closed without isolating the Service Water System discharge path.

A method of verifying them closed, other than inspection, is not available.

These valves cannot be full stroked open without subjecting the system to an extreme transient and erosion condition.

ALTERNATE TESTING:

These valves will be partially stroked every REV. 02 90 days.

These valves will be inspected during Cold Shutdown per Section XI. In cases of frequent Cold Shutdowns, these valves need not be inspected more of ten than once every three months.
