Combined Inspection Nos. 50-272/86-05; 50-311/86-05

A routine safety inspection of your solid radioactive waste preparation,

packaging and shipping program was condu.cted by Mr. H. Bi cehouse of this

office on February 24-28, 1986 of activities authorized by NRC License Nos.

DPR-70 and DPR-75.

Our findings were discussed with Mr. J. Zupko and others

of your staff at the conclusion of the inspection on February 28, 1986.

The areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter.

Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel and observations by the inspector.

We also

reviewed your actions taken in response to previously identified items.

Within the scope of this review, it appears that one of your activities was

not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.

This violation has

categorized by severity level in accordance with the revised NRC Enforcement

Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (47

FR 9987) dated March 8, 1984.

You are required to respond to this. letter and

in preparing your response, you should follow the instructions in Appendix A.

The violation involved failure to verify that packaging had been leak tested

for a shipping container used under a general license.

Another activity appears to be a deviation from your commitment to IE Bulletin

No. 79-19,

11 Packaging Of Low-Level Radioactive Waste For Transport and

Burial 11 *

This deviation involves failure to train two quality control

inspectors involved in preparing radioactive waste for transport.

You are

requested to respond to this deviation and in preparing your response, you

should follow the instructions in Appendix B.

An unresolved item related to the radiological controls associated with the

handling and preparation of primary reactor coolant system demineralizer

resins for disposal was also noted.

We are concerned over the potential for

serious radiation exposures to personnel associated with handling the resin

particularly during dewatering verification and high integrity lid placement

operations.

We are also concerned over the possibility of spills of the

highly-contaminated resin which could result in serious airborne radioactivity

concentrations and unmonitored release to the environs.
