APPENDIX B NOTICE OF VIOLATION

-. f Public Service Electric And Gas Company Salem Nuclear Generating Station, Units 1 and 2 Docket Nos.
50-272 50-311 License Nos. DPR-7D DPR-75 As a result of the inspection conducted on February 24-28, 1986, and in ac-cordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register on March 8, 1984 (47 FR 9987), the following deviation was identified:
IE Bulletin No. 79-19 states that licensees should "provide train1ng and periodic retraining in the DOT and NRC regulatory requirements, the waste burial license requirements -and in your (the licensee's) instructions and operating procedures for all personnel involved in the transfer, packaging and transport of radioactive material.....
11 In your response to IE Bul-letin No. 79-19, dated September 25, 1979, you stated that...
11 a supple-mental program for training and retraining ih DOT and NRC Regulations, waste burial requirements and procedures and instructions for those per-sonnel involved with transfer, packaging and transport of radioactive material would be developed by January 1, 1980 and implemented by April 1, 1980.
11 Contrary to the above, two quality control inspectors involved in five radioactive waste shipments in 1985 had not received supplemental training in changes to NRC and DOT regulations which were effective in 1983.
Public Service Electric And Gas Company is hereby requested to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply for this deviation:
(1) the cor-rective steps which have been taken and the results achieved; (2) the cor-rective steps which will be taken to avoid further deviations; and (3) the date when corrective action will be completed.
