PALISADES NUCLEAR PLANT SEMIANNUAL EFFLUENT RELEASE REPORT July - December 1985 This report provides information relating to radioactive effluent releases and solid radioactive waste disposal operations of the Palisades Plant during the period of July through December 1985 in the format contained in Plant Tech-nical Specification 6.9.3.la. The July - December 1985 semiannual effluent release report reflects effluent Technical Specification changes effective January 1, 1985. Palisades has been off-line since November 30, 1985 due to refueling outage.
- 1. SUPPLEMENTAL INFORMATION
- a. BATCH RELEASES Information relating to batch releases of liquid and gaseous eff-luent is provided in Table HP 10.5-1.
- b. ABNORMAL RELEASES One liquid release on July 31, 1985. Cooling towers overflowed flooding area south of Turbine Building. Release was quantified to 1.50E-05 curies and added to the 3rd quarter effluent totals.
- 2. GAS~OUS EFFLUENTS Table HP 10.5-2 lists and summar.izes all gaseous radioactive effluents released during the reporting period. The unidentified beta was 5.02E-06% of the total release.
- 3. LIQUID EFFLUENTS Table HP 10.5-3 lists and summarizes all liquid radioactive effluents released during the reporting period. The unidentified beta was 1.17E-03% of the total release.
- 4. SOLID WASTE Solid radwaste classification, sources, volume shipped, curie and nuclide content are detailed in Table HP 10.5-4. All radwaste shipments were made to either Barnwell, South Carolina or Richland, Washington for burial.

SUMMARY
OF RADIOLOGICAL IMPACT ON MAN Potential doses to individuals and populations were calculated using GASPAR and LADTAP computer program codes. The third and fourth quarter values for curies released were input for each nuclide and summarized as follows:

- a. The maximum offsite air doses at site boundary due to noble gases were 6.03E-02 and 7.03E-02 millirads beta for the third and fourth quarters respectively. The maximum offsite air doses for gamma were 2.03E-02 and 2.38E-02 millirads, respectively.
- b. The most restrictive organ dose to an individual in an unrestricted area (based on identified critical receptors) from gaseous effluents (tritium, particulate and iodine) was the infant thyroid. Doses were 5.62E-02 and 4.31E-02 millirem for the third and fourth quarters.
- c. The* maximum total body doses to individuals in unrestricted.water-related exposure pathways were l.18E-02 and l.61E-02 millirem for third and fourth quarters, respectively, with the maximum organ dose (teenager liver) being l.82E-02 and 2.59E-02 millirem per quarter, respectively.
- d. Integrated total body doses to the general population and average doses to individuals within the population from liquid effluent releases wi~hin a distance of 50 miles from site boundary were 4.06E-02 and 5.51E-02 manRem for the third and fourth quarters, respectively, and 3.87E-05 and 5.25E-05 millirem per quarter, respectively.
e*. Integrated total body doses to the general population and average doses to individuals within the population from gaseous effluent releases within a distance of 50 miles from site boundary were 2.98E-02 and 4.42E-02 manRem for the third and fourth quarters_
respectively with 2.84E-05 and 4.21E-05 millirem per quarter respectively.
f; Entrained noble gas DBQ fractions in liquid releases indicated that the-entrained gases were not significant in either wholebody or organ doses.
- 6. PROCESS CONTROL PROGRAM. (PCP)
There were no changes to the PCP this period.
The following tables were changed in the ODCM due to changes in the land use census outlined in Section 8. Table 1.4, page 33, Table 1.9 pages 47 and 48 were revised and Table l.4a, page 33a was added, noting the critical receptor locations.
- 8. Through the use of the 1985 Palisades Land Use Census, the following Critical Receptor locations were identified and used in offsite dose assessments for the third and fourth quarters:

The 1984 Land Use Census was used in offsite dose assessments for the first and second quarters. The following Critical Receptor location changes are noted:
