  • Palisades Plant Emergency Exercise Scenario - February 23, 1982 An emergency exercise is planned for the Palisades Plant for February 23, 1982.

The following action will be simulated:

At 0545 am Unusual Event will be declared due to high specific activity in the primary coolant system. Beginning the exercise before 0600 will fulfill the NUREG 0654 requirement of one exercise starting before 0600 every six years.

At 0700 the Shift Supervisor will begin shift augmentation. Although whift augmentation is not required in our emergency plan at this level, this action will provide an opportunity to test our shift autmentation ability as per NUREG 0654, Table B-1.

At 0800 specific activity in the primary coolant system will rise calling for an escalation to Alert be performed. As soon as each assembly area leader has accounted for his area, personnel not directly involved in the exercise will report back to work.

Personnel involved in the exercise will continue. Staff.to continue will be identified in advance and consist of the Technical Support Center staff and a portion of the Operations Support Center staff consisting of approximately one Radiation Safety Supervisor, ten Chemistry/Radiation Safety technicians, one Maintenance Supervisor and four Maintenance workers. The Emergency Operations Facility staffing and operation has been coordinated with the General Office.

At 0900 a turbine trip will occur. The main steam isolation valves will close and the atmospheric steam dump valves will open. One atmospheric dump valve will fail to seat after pressure lowers. At 0901 the reactor trips.

At 0915, steam generator tubes will repture. Radioactivity will be released to the atmosphere through the steam dump. A General Emergency will be declared. The release will be sufficient to require evacuation of the population out to three miles. A simu-lated evacuation will take place for non-essential personnel at the site due to high radiation levels.

At 1115 the release will end.

At 1200 the exercise will end.

The above scenario will test the following areas:

1. Notification and augmentation of the emergency organizations.
2. Communications
3. Emergency classification
4. Emergency actions
5. Protective action recommendations (1)
6. Decision making
7. Radiological monitoring, offsite and onsite.
8. Post accident sampling
9. Accountability Observer/Evaluators will be provided by General Physics, the General Office and the Midland Plant.

A critique is scheduled for 1330 until 1600 on 2/23/82. This critique will be organized by General Physics.

A final report, to be written by General Physics, is scheduled to be completed by 4/1/82.

The background information for the drill is as follows:

The plant has been operating at full power for the past month. No unusual conditions have been noted except as follows; the primary coolant activity has been slightly greater than 1.0 uCi/g dose equivalent I-131 for the past 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

The meteorological conditions are as follows:

Proceed to areas designated by your supervisor. Obtain survey results from the Exercise Controller. You are released to return to work when you have completed assigned surveys and communicated the results to your supervisor.

Proceed as assigned by your supervisor. Return to work after accountability has been performed in the parking lot.

- Instructions for survey team at the end of the access road:

Proceed as assigned by your supervisor. Obtain survey results from the exercise controller. Return to work when released by the exercise controller.

Instructions for Exercise Controller Working with Maintenance Team Proceed with Maintenance team from the OSC.

Check for Health Physics support and area survey. 625 1 level survey results are general field 1 rem/hr next_~o the wall and 10 rem/hr at the doorway.

Iodine concentration = 3.0 x 10 Ci/m3. No particulate. Message to Maintenance team after inspection of manual atmospheric steam dump valve (104 MS):

"THIS IS AN EXERCISE - The valve steam (104MS) has broken inside the wall. Repairs will take approximately 1-1/2 hours. THIS IS AN EXERCISE.

After this message has been relayed to the TSC, the Maintenance team and Health Physics survey team are released to return to work.

INSTRUCTIONS FOR EXERCISE CONTROLLER WORKING WITH THE MONITORING TEAM AT THE END OF THE ACCESS ROAD Proceed with technician assigned from the OSC. After the checkpoint has been established and one car has been monitored, release the technician and Security guards to return to work.

Instructions for Exercise Controller Assigned to Post-Accident Sampling Proceed with technicians assigned from the OSC. After sampling and analysis provide the team with the following message:

"THIS IS AN EXERCISE - The results of the containment air sample indicates background readings. The results of the primary coolant activity indicates 400 uCi/gm gross gamma.and 20 uCi/gm gross beta - THIS IS AN EXERCISE."

After the results have been communicated to the TSC, release the sampling team and return to work.
