'sion Reactor Projects MINUTES OF BROWNS FERRY UNIT 3 RESTART PANEL HEETING JUNE 23, 1995 The Browns Ferry Unit 3 Restart Panel met in the Region II offices on June 23, 1995, to review the status of NRC and TVA activities for the restart of this unit.
The next meeting of the NRC panel will be held in the Regional
- Office, DRS conference room on July 19,
- 1995, at 1:00 p.m., to 2:30 p.m.,
EDT and the followup meeting with the licensee will be in the Region II offices on July 20, 1995, at 10:30 to ll:30 a.m.,
EDT.
Attached are the Meeting 1
minutes.
A Unit 3 Task Checklist is provided as Appendix A and a Unit 3 Issues Checklist is provided as Appendix B.

The chairman reviewed the minutes of the previous meeting and the status and results of the assigned action items.
The task checklist and selected items from the issues check list were discussed and updated. checklists are provided as Appendix A and B.
Previously assigned actions:

DRP (Lesser)
Arrange for a special (separate) meeting for public comment on the restart of BF3 (September).

No initiative taken on this item yet and none will be required until a later date.

Discuss the restart test program next panel meeting.

Shymlock taking responsibility for the restart test program.
Two inspectors (Wiseman/Whitner) are looking at procedures and design/configuration.
The resident, inspectors are looking at implementation.

Add inspections/
dates for inspections in TS surveillances and unit differiences training to the Master Inspection Plan.

Shymlock to schedule an inspection to review TS surveillances.

Evaluate the open allegation list and determine if any would impact the Unit 3 restart.

A review of all the allegations revealed that there are no technical issues that would prevent the restart of Unit 3.
This area will be reviewed again before the restart of the unit.

1.
ORP (Musser)
Obtain a copy of the Incident Investigation performed for the Eg problem on Browns Ferry 3
and give to H. Shymlock.
2.
DRP (Husser)
Arrange with the licensee to discuss the root cause for the Unit 3 Eg problem at the next meeting and why lessons learned from Unit 2 were apparently not applied.
Also, assure that other lessons learned are being reviewed.
3.
(All) Review the inspection, results for 1995 and provide the RIs with the number of drawings looked at and the number and type of problems identified.
4.
NRR (Williams) Review the multi-unit PRA by August for insights which might be considered for additional review.
5.
NRR (Williams) Supply a list of NRR dates for completing licensing actions.
6.
DRP (Musser)
Determine if any gA audits have been performed on the issues related to IR 95-15.
7.
DRP (Husser)
Determine what actions have to be taken to close Multi Plant Action item no. C-ll.
8.
DRP (Johnson/Lesser/Musser)
Have the licensee discuss their testing schedule.
Currently the schedule calls for a very large amount of testing in August.
The accuracy of the schedule will affect the scheduling of NRC inspectors.
9.
DRSS (Barr) Licensee has revised their harsh environment analysis.
A copy will be sent to M. Shymlock to determine if this would affect the Eg evaluations.
These actions shall be completed by the next oversight meeting on July 19, 1995

The panel commented that additional attention is needed in the scheduling of inspections to closeout civil issues and programs.
Based upon licensee identification of potential Eg problems on Unit 3, the planned Eg inspection should be moved forward.
The residents will open an IFI on EECW Radiation Monitor for O. Jones to followup and an IFI on the Eg problem for G. HcDonald to followup.'
L. Wert discussed results of DRP inspections (IR 95-31).
Examples were identified indicating a need for additional attention to detail by operations personnel, EECW valve not locked, inadvertent control rod actuation, inadvertent diesel start.
A violation was identified regarding the failure to correctly test Core Spray check valves.

C. Casto discussed DRS inspections including IR 95-27 which has favorable findings in the area of DCNs, design documents and drawings.
IR 95-25 found good gC followup to licensee identified hardware deficiencies in electrical cabling and splices.
IR 95-15 was discussed which had violations associated with structural modifications.
The licensee had denied one violation on corrective action, which DRS will address.

Kuzo and W.
Loo inspection (IR 95-33).
Radiation monitor hardware inspected met design criteria.
