RESTART PANEL MEETING HARCH 21, 1995 The Browns Ferry Unit 3 Restart Panel met at Browns Ferry Nuclear Plant March 21,
- 1995, to review the status of NRC and TVA activities for the restart

Ihe next meeting of the NRC panel will be held in the Region II office in Atlanta. Georgia, on April 18.
1995 at 1:OO p.m..
EST and the followup meeting with the licensee will be in the Region II office on April 19, at 10:30 a.m.,
EST.
Attached is the Meeting Minutes.
A Unit 3 Task Checklist is provided as Appendix A and a Unit 3 Issues Checklist is provided as Appendix B.

The chairman reviewed the minutes of the previous meeting and the status and results of the assigned action items.
The task.checklist and selected items from the issues check list were discussed and updated checklists are provided as Appendix A and B.
Previously assigned actions:
DRP (York) Determine whether a
SALP has to be performed on a unit that has been shutdown for an extended period before its restart.

Per Management Directive 8.6 the SALP process is suspended for any plant that is shutdown and requires authorization by the Commission to restart.

Check to see if ACRS needs to be briefed before Unit 3 startup.

Hebdon determined that ACRS does not desire to be briefed.

Hebdon determined that the Commission wants only a final briefing approximately I month prior to restart.
NRR (Williams) Review SERs for Unit 3 to identify any NRC commitments for inspection.
(Closed) Williams reported the following programs require inspections per the SER:
Instrument Sensing
- Lines, Cable tray supports, Long term torus integrity, Components and Piece parts, Restart Test Program implementation.
DRP (Le'sser)
Supply 10 CFR 50.54(f) letter to committee members.

The letter was given to member who did not have it.
DRSS (Cline) Determine which Federal and Local agencies have to be notified before Unit 3 startup.
(Closed) Cline determined that Trojanowski wi 11 notify FEHA loca1 agencies as was done for Brunswick.
NRR (Hebdon)
Determine method to be used to obtain public comments before Unit 3 startup.

The panel determined that this task is being accomplished by having periodic public meetings with the licensee and a press briefing on Harch 21, 1995.
Lesser was tasked to arrange for a special public meeting sometime in September.

Peter Koltay has been identified as the ORAT team
- leader, although the date and length of the inspection has not been determined.

Review proposed Region II inspection schedules in order to assure maximum efficiency while reviewing several related issues.

Independent NRC identification of restart items-This was completed by developing the Restart Issues Checklist using various sources including
- IFS, SINS,
- WISP, NUREG 1435, NUREG 1232, and BFNPP.
A copy of the Issue Checklist was provided to TVA {Machon and Stinson) at the end of the meeting.
ACRS briefing-This was determined to be not required when NRR interfaced with ACRS.
Notify OSHA of restart-This was deleted from the list as not required.
