RESTART PANEL MEETING MAY 25, 1995 The Browns Ferry Unit 3 Restart Panel met in the Resident Inspectors offices on Hay 25,
- 1995, to review the status of NRC and TVA activities for the restart of this unit.
The next meeting of the NRC panel will be held in the Regional Office, DRP conference room on June 23,
- 1995, at 9:30 a.m., to ll:30 a.m.,
EDT and the followup meeting with the licensee will be in the Administrative Building at Browns Ferry on July 5,
- 1995, from 1:30 p.m., to
'I 3:00 p.m.,
CDT.
Attached are the Meeting minutes.
A Unit 3 Task Checklist is provided as Appendix A and a Unit 3 Issues Checklist is provided as Appendix B.

The panel chairman introduced P. Koltay who will lead the ORAT team inspection for Unit 3.

Arranged with R. Gibbs and management to perform this inspection and have placed this inspection on the MIPS for the week of August 14, 1995.

Arrange for a discussion of two unit operation with the licensee.

Schedule George Kuzo (because of his familiarity with the Watts Bar problems) to inspect or help Dan Jones with PASS or line sampling.

Kuzo is scheduled to look at the Radiation Monitor design and installation for Unit 3 during the week of June 6,

The process is difficult but if proper techniques are used the inspections will show on the MIP.
Several corrections were made to the MIP to update the plan.

These actions shall be completed by the next oversight meeting on June 23, 1995.
The following items were also discussed:
Shymlock reported through Lesser that TI 2515/120, Station Blackout, was not required to be performed on Browns Ferry since the TI was a pilot performed at selected plants.
The TI was removed from the Issues Checklist.
Salgado will review SBO implementation in June but will not complete the TI.

Hebdon provided a
memo from Ed Fox documenting his notification of FEHA of the restart.
Fox is the NRR lead for interface with federal agencies on the restart.
Several more specific actions were added to the Task Checklist regarding contact with applicable federal agencies.
Peter Koltay discussed aspects of the ORAT:
He desires at least 50X of the systems returned to operational status and 70-80X of the surveillances completed prior to conducting the ORAT.
He indicated that they would not watch fuel load, but would come after.
Hebdon indicated that the ORAT needs to be done in order to input to the SECY paper.
Koltay indicated that he would be using aspects of the licensee's multi-unit PRA to plan for the ORAT.
Williams indicated that NRR was going to write an SE on flexible conduit.
