Report of Investigation Pursuant to 10 CFR Part 20 Appendix G This letter documents the results of an investigation performed with respect to two radioactive waste shipments contained on two heavy haul tractor trailers, which exceeded the 20 day time limit for notification of receipt from the disposal facility as specified in 10 CFR Part 20 Appendix G. The investigation was completed on January 15, 2.018 and it was determined that the shipments are being traced on a daily basis and the location of the shipment is known to the carrier (Perkins), EnergySolutions (ES) and James A. FitzPatrick Nuclear Power Plant (JAF) waste operations personnel.

10 CFR Part 20 Appendix G, "Requirements for Transfers ofLow-Level Radioactive Waste Intended for Disposal at Licensed Land Disposal Facilities and Manifests,"Section III.A(9) states for any shipments Of any part of a shipment for which acknowledgment of receipt has not been received within the times set forth in this appendix, conduct an investigation in accordance with paragraph E of this appendix.

Paragraph E states that any shipment or part of shipment for which acknowledgement is not received within the times set forth in this section must:

1. Be investigated by the shipper if the shipper has not received notification or receipt within 20 days after transfer; and
2. Be traced and reported. The investigation shall include tracing the shipment and filing a report with the nearest Commission Regional Office listed in Appendix D to this part. Each licensee who conducts a trace investigation shall file a written report with the appropriate NRC Regional Office within 2 weeks of completion of the . .

EnergySolutions ES-2018-002 Page 2 of2 Investigation Low Pressure Rotor Alpha (A) Shipment, ID# [[::JAF-2017-1755|JAF-2017-1755]] and Low Pressure Rotor Bravo (B) Shipment ID# [[::JAF-2017-1756|JAF-2017-1756]] were released from JAF on December 27, 2017 and December 28, 2017, respectively, as planned, then transported to the safe birth located 1.5 miles from JAF. Daily trace reports have been provided by Perk.ins to ES as to the condition and security of the shipments since their arrival at the safe birth, with no issue to report. ES will continue to receive daily trace reports until the shipments depart when final highway transport permits from the New York State DOT are in place. Shipment [[::JAF-2017-1756|JAF-2017-1756]] left the Perkins safe berth on January 23, 2018 heading to the ES Clive, Utah disposal facility and shipment [[::JAF-2017-1755|JAF-2017-1755]] left the safe berth on January 24, 2018. Both shipments are estimated to arrive at Clive, Utah by February 17, 2018. Trace reports will be provided daily by Perkins to ES while the shipments are in transit.

ES will notify the NRC in a supplemental report when the shipments have arrived at our Clive, Utah disposal facility.
