SAFETY EVALUATION OF GENERIC LETTER 83-28, ITEN 4.5.3, REACTOR TRIP RELIABILITY-ON-LINE FUNCTIONAL TESTING OF THE REACTOR TRIP SYSTEhl (TAC NO. 53964,
- 53965, 53966)
Generic Letter (GL) 83-28, Item 4.5.3, required confirmation from all licensees and applicants that on-line functional testing of the reactor trip
- system, including independent testing of the diverse trip feature, was being performed.
By letter dated July 5, 1990, the Tennessee Valley Authority (TVA) submitted an updated response to GL 83-28, Item 4.5.3, for the Browns Ferry Nuclear Plant (BFN).
- Therein, TVA confirmed their endorsement of the Boiling Mater Reactors Owners'roup (BMROG) Reports NEDC-30844 and 30851P for BFN, Unit 2.
The NRC staff, with the assistance of our contractor, Idaho National Engineering Laboratory (INEL), has reviewed your response(s) and the BMROG reports.
By virtue of TVA's endorsement and application of these topical
- reports, we conclude that the existing intervals for on-line functional testing at BFN, Unit 2, are consistent with achieving high reactor trip system availability.
Furthermore, teleconferences with BFN site licensing personnel confirmed that TVA also endorses the BMROG reports for Units 1 and 3.
- However, TVA has not as yet evaluated the plant specific applicability of these topical reports for either unit.
TVA plans to implement the BMROG recommendations for both Units 1 and 3 on a schedule commensurate with restart of each unit.
The enclosed safety evaluation and contractor's report (EGG-NTA 8341) provide the details and basis for our conclusions.
Therefore, we consider the related licensing actions for GL 83-28, Item 4.5.3, to be complete for BFN, Units 1, 2
and 3 ~

Mr. Oliver D. Kingsley TVA should notify the staff when Item 4.5.3 of GL 83-28 has been fully implemented at Units 1 and 3 so that the staff can update its Safety Issues Management System (SINS) accordingly.
