confirming that post maintenance test procedures were reviewed to ensure that the testing adequately verifies component capability to perform all safety functions.
ITEM 3.2.2 Check of Vendor and Engineering Recommendations for Testing and Maintenance (All Other Safety Related Components).
RESPONSE
ACTIONS RE UIRED TO COMPLETE 1TEMS 3.2.1 AND 3.2.2 Post maintenance testing is accomplished for safety-related equipment by one or more of the following:

Testing specified by a standing maintenance procedure.
Performance of appropriate surveillance testing on the affected system.
Additional testing specified in Maintenance Request (MR).
Surveillance and maintenance procedures are currently being reviewed and upgraded under the procedure upgrade program as described in Sections II.2.4 and II.4.5 of the Browns Ferry Nuclear Performance Plan.
The total procedure upgrade program is divided into a two phase near-term (pre-startup) and long-term (post-startup) effort.
Part of the scope of this effort includes the following actions:
1.
To ensure that test guidance from vendor and engineering recommendations is reflected in plant procedures where appropriate using, the latest obtainable controlled vendor manuals.
2.
To ensure that General Electric Service Information Letters (SILs),
INPO/NSAC Significant Operating Event Reports (SOERs),
INFO Significant Event Reports (SERs),
Licensee Event Reports (LERs) technical information letters, vendor service bulletins and other similar documents are reflected in plant procedures where appropriate.
3.
To ensure that post-maintenance testing adequately demonstrates that the equipment is capable of performing its intended safety function.
INTERIM ACTIONS BEFORE STARTUP The procedures to be reviewed before plant restart which are important to safety are being prioritized and selected based upon the following criteria:

Maintenance required by Final Safety Analysis Report commitments 3.
Recommended vendor maintenance associated with environmental qualification.
4.
Maintenance instructions associated with components selected on a reliability basis.
5.
Post-maintenance test instruction reviews required by previous NRC commitments, Unique testing requirements for MRs are written for specific maintenance tasks and are, therefore, outside the scope of this review.
