CLARIFICATION OF THE NUMBER OF MONITORING FACTORS IN BOTH THE U.S. NUCLEAR REGULATORY COMMISSIONS 2013 SALTSTONE DISPOSAL FACILITY MONITORING PLAN AND THE 2015 TANK FARMS MONITORING PLAN (DOCKET NO. PROJ0734)
Dear Ms. Connell:
The purpose of this letter is to inform both the U.S. Department of Energy and the South Carolina Department of Health and Environmental Control that the U.S. Nuclear Regulatory Commission (NRC) has decided to clarify the number of monitoring factors in both the 2013 Saltstone Disposal Facility (SDF) Monitoring Plan (MP), which is available via the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML13100A113 and the 2015 Tank Farms (TFs) MP, which is available in ADAMS at Accession No. ML15238A761.
Previously for the 2013 SDF MP, the NRC counted the number of monitoring factors based on the 10 CFR Part 61, Subpart C Performance Objectives (POs), including counting the same monitoring factor again each time it addressed a different PO. Previously for the 2015 TFs MP, the NRC counted the total number of monitoring factors in the MP and did not count the same monitoring factor again each time it addressed a different PO. For consistency in the future, the NRC will now use the same method for both the 2013 SDF MP and 2015 TFs MP, whereby the NRC will count the total number of monitoring factors in the MP and will not count the same monitoring factor again for each PO.
Previously, in the NRC letter dated June 5, 2017 (ADAMS Accession No. ML17097A351) the NRC closed Monitoring Factor (MF) 3.01, MF 3.02, and MF 3.04 in the 2013 SDF MP.
Therefore, please see the table below for the current number of open and closed monitoring factors in the 2013 SDF MP and in the 2015 TFs MP:
