FOLLOW-UP TO TANKS 12H AND 16H GROUTING OPERATIONS DOCUMENT REQUEST IN SUPPORT OF U.S. NUCLEAR REGULATORY COMMISSION F AND H AREA TANK FARMS MONITORING ACTIVITIES Ref:

The following information is being provided in follow-up to a documentation request concerning Tank 12H and Tank 16H grouting operations in support of U. S. Nuclear Regulatory Commission (NRC) F and H-Area Tank Farms monitoring activities (Reference 1). The documentation requested includes the following:

4. Primary Work Packages for grouting of Tank 12: (i) 01337683-33 (grout preparations for bulk fill and riser fill grout); (ii) 01337683-51 (equipment fill grout preparation and operations);

(iii/iv) 01337683-50 and 01337683-31 (cooling coil grouting).

6. Tanks 16H and 12H Lessons Learned report, if documentation exists.
7. Documentation associated with the supplier deviation disposition request SDDR No. 13307, which addressed the two highest bleed-water test results for Tank 16H, which were 3.3 and 8.9 percent (SRR-CWDA-2015-00159), along with any associated deviation disposition documents.
8. Confirmation that the water-to-grout interface was maintained throughout the process of grouting Tank 12H cooling coils. WSRC-STI-2008-00298 called for filling intact cooling coils with water prior to grout placement to remove air, prevent air entrainment, and ensure that a liquid-to-liquid interface is maintained during cooling coil grouting. DOE previously provided confirmation that the water-to-grout interface was maintained throughout the process of grouting Tank 16H cooling coils.

10. Documentation of a comparison between the pre-estimated void volume of cooling coils in Tank 12H and the final grout volume placed into the coils.
11. Drawings of the Tank 12H ventilation ductwork, registers, camera risers, etc., as were previously provided for review of Tank 16H grouting operations.
12. Clarify whether 4 or 6 risers are present and identify those used for grouting the Tank 12H annulus, and those used to collect video. Clarify which risers were used as grout entry points for Tank 12H primary grouting.
13. 5 accepted and 5 rejected Tank 12H Grout Batch Tickets; include batch tickets for both Grade 100 and Grade 120 slag batches.
14. Tank 12H Grouting Operations video on DVD, including early video of non-grouted tank/annulus containing standing water being pumped out prior to commencement of grouting operations, early grouting operations of tank/annulus, Lift 6 cracks and any other known cracks, late grouting operations that demonstrate the lack of mounding beneath tremie pipes, and video that demonstrates standing water in the final lifts before riser grouting began. Please provide a grout schedule typically provided with the video, including a schedule of cooling coil grouting.

Documents SRR-TCR-2015-00024, Tank 16 Grouting Lessons Learned, and SRR-TCR-2016-00007, Tank 12 Grouting Liquid Spill Lessons Learned, will be provided to the NRC along with transmittal of this letter.

Document Request Item #7:

A copy of Suppler Deviation Disposition Request No. 13307 will be provided to the NRC along with transmittal of this letter. In addition, a copy of technical review package USQ-HTF-2015-00706, Supplier Deviation Disposition Request (SDDR) Number 13307 - Deviation from Specification C-SPP-F-00055, Rev 4, will also be provided.

Document Request Item #8:

As outlined in Work Package No. 01337683-31, provided under Item 4(iv) of this letter, the process for flushing and grouting of the intact Tank 12 cooling coils involved the following steps. The cooling coils where first flushed with water and the chromate laden flush water was sent directly to Tank 10 via hose connection. At the conclusion of the flushing activities, the coils remained full of flush water. Record of flushing is available in Attachment A to Work Package No.

01337683-31. To grout the coils, the outlet of the coil was connected to a stand-alone tote via hose.

Grout was pumped through the coil, displacing the water, until the volume of the cooling coil plus an additional 10 gallons of grout had been pumped. The process was repeated for each of the intact cooling coils. Record of grouting is available in Attachment F to Work Package No. 01337683-31 which was provided under Document Request Item #4(iv).

Document Request Item #10:

As noted in the response to Document Request Item #8, the coils were filled with grout until the total volume plus 10 additional gallons were pumped into the coils. A record of these steps being completed is provided in Attachment F to Work Package No. 01337683-31 which was provided under Document Request Item #4(iv).

Document Request Item #11:

A drawing of the ventilation ductwork, W146593, Savannah River Plant 200 Area Buildings 241 F & H Dehumidification System Heating and Ventilation, will be provided to the NRC once the document can be cleared for release. Clearance of this particular drawing will be delayed until classification officials, currently teleworking as a response to COVID-19, return to the site. to this letter provides a layout of the Tank 12 Riser Locations.

Document Request Item #12:

The camera risers used to collect video are shown in Attachment 2 to this letter. In the video footage, the riser number the video is being taken from is identified on the screen.

The grout slickline arrangement, and associated risers used for grouting is shown in Attachment 3 to this letter. For Bulk fill, Risers 1, 3, 5 and 8 were all utilized during the filling process. For annulus grouting, both the East and West annulus risers were utilized.

Document Request Item #13:

Five accepted grout batch tickets are provided in Attachment 4 to this letter. Batch ticket No.

42696 and No. 42713 represent when Grade 100 slag was being used, all others represent Grade 120 slag. Attachment 5 contains five rejected grout batch tickets, all representing Grade 120 slag.

There were no rejected grout batch tickets while utilizing Grade 100 slag.

Document Request Item #14: to this letter provides a grouting calendar for Tank 12. This calendar was also previously provided to the NRC via email on February 20, 2020 (Reference 2). A full set of Tank 12 grouting DVDs will be provided to the NRC as follow-up to transmittal of this memorandum.

Table 1 provides information regarding the date and time that the specific grouting activities requested by the NRC are captured on video.
