However, a federally listed species, Scutellaria montana (Large-flowered Skullcap) has been documented within three miles of the proposed project. To minimize potential impacts to this or other federally listed species, we recommend consultation with the United States Fish and Wildlife Service. The Avian Power Line Interaction Committee (APLIC) has developed guidelines for the construction and maintenance of transmission lines and substations. For all new transmission construction, we suggest creating a voluntary Avian Protection Plan (APP).
