BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2 AND 3; CLINCH RIVER NUCLEAR SITE; SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2; WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2 - REVIEW OF NUCLEAR QUALITY ASSURANCE PLAN REDUCTION IN COMMITMENT (EPID L-2022-LLQ-0002)

Dear Mr. Barstow:

By letter dated February 4, 2022 (Agencywide Documents Access and Management System Accession No. ML22035A183), the Tennessee Valley Authority (TVA) requested U.S. Nuclear Regulatory Commission (NRC) approval of changes to its Nuclear Quality Assurance Plan (NQAP) in accordance with paragraph 50.54(a)(4) of Title 10 of the Code of Federal Regulations (10 CFR). The proposed changes are applicable to the subject plants or site and their associated independent spent fuel storage installations.

Specifically, TVA requested NRC approval to revise the NQAP to eliminate the Vice President, Nuclear Oversight (NOS) position and reflect the reporting relationship of the General Manager (GM), Quality Assurance (QA), to the Chief Nuclear Officer. Additionally, TVA requested to revised the education and work experience requirements for QA management to be consistent with industry standards. These proposed changes are a reduction in commitments requiring prior NRC approval to implement pursuant to 10 CFR 50.54(a). The NRC staff has determined

that a review of these changes will take longer than 60 days. Therefore, TVA shall refrain from implementing these changes until the staff's review is completed.

The NRC staff expects to complete its review by May 6, 2022.
