SUMMARY
RECORD OF DECISION FOR THE EARLY SITE PERMIT APPLICATION REVIEW FOR CLINCH RIVER NUCLEAR SITE
Dear Mr. Long:
The U.S. Nuclear Regulatory Commission (NRC or Commission) has issued early site permit (ESP) No. ESP-006 for the Clinch River Nuclear Site to Tennessee Valley Authority (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19352D868). In accordance with Section 2.106 of Title 10 of the Code of Federal Regulations (10 CFR), the NRC is providing notice of the issuance of ESP No. ESP-006, and, in accordance with 10 CFR 51.102(c), the NRC is providing notice of the Record of Decision (ROD).
The Commission conducted an uncontested (mandatory) hearing on the ESP application on August 14, 2019. The Commission issued its Memorandum and Order (ADAMS Accession No. ML19351D663) documenting its final decision on the mandatory hearing, which serves as the ROD in this proceeding. The NRC also prepared a document summarizing the ROD to accompany its action on the ESP application, which incorporates by reference materials contained in the final environmental impact statement. Enclosed for your information is a copy of the Order issued by the Commission to document its decision in the hearing and a copy of the Summary ROD. This hearing decision, dated December 17, 2019, authorized the staff to issue the requested permit. The ESP and Summary ROD were issued on December 19, 2019, and the ESP is effective immediately.
