COMPLETION OF LICENSING ACTIVITYREGARDING GENERIC LETTER 92-08, "THERMO-LAG330-1 FIRE BARRIERS," DATED DECEMBER 17, 1992, FOR TURKEY POINT PLANT, UNITS 3 AND 4 (TAC NOS. M85616 AND M85617)
Dear Mr. Plunkett:
The Enclosure to this letter lists the correspondence between the U.S. Nuclear Regulatory Commission (NRC) and Florida Power and Light Company (FPL) regarding Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992. This correspondence consists of: FPL's responses to GL 92-08 and to subsequent staff requests for additional information; meeting summaries; items regarding exemptions; ampacity derating; and implementation schedules.
The NRC staff has reviewed this correspondence.
Based on this review, the staff finds that, in addition to the exemptions that have been granted by letters dated February 24, October 8, and December 22, 1998, three issues related to GL 92-08 remain to be resolved.
These issues are:
the ampacity derating, the exemption for fire zone 106R, and the confirmatory order.

There remain open issues involving ampacity derating of cables protected by Thermo-Lag 330-1 that emerged as a result of the GL 92-08 review. The resolution of these ampacity derating issues is under review and tracked by TAC Nos. MA3383 and MA3384.

By letter dated November 2, 1998, FPL submitted additional information in support of an exemption request for fire zone 106R for Turkey Point, Units 3 and 4, that was previously denied by the NRC staff on February 24, 1998.
By letter dated February 11, 1999, FPL responded to the staff request for additional information dated December 15, 1998. This exemption is being evaluated under TAC Nos. MA3972 and MA3974.

Your letter dated December 9, 1998, stated that FPL's implementation schedule for Thermo-Lag upgrades for the fire barriers in the outdoor fire areas, including the turbine building, is December 31, 2001.
In response to this letter, the NRC staff is in the process of issuing a confirmatory order modifying the licenses for Turkey Point Plant, Units 3 and 4, to confirm FPL's commitment for the schedule to complete implementation of Thermo-Lag 330-1 fire barriers corrective actions. The issuance of the confirmatory order is being tracked by TAC Nos. MA4495 and MA4496. T. Plunkett February 16, 1999 described in the December 9, 1998, letter and the bases for the changes.
In addition, in accordance with GL 92-08, please advise the NRC staff when the actions described in that letter have been implemented.
GL 92-08 provides the Office of Management and Budget Clearance for this information request.
On the basis of its review, the staff has determined that you have provided the information requested in GL 92-08, and the actions tracked by TAC Nos.'85616 and M85617 are complete You should retain all documentation related to the resolution of the concerns with Thermo-Lag 330-1 fire barrier systems for future NRC audits or inspections.
