Dear Mr. Plunkett:

e By letter dated December 12, 1996; Florida Power and Light Company (FPL) requested, among other things, an exemption from certain, technical requirements of 10 CFR Part 50, Appendix R, for the control building roof (fire zone 106R).

By letter dated February 24, 1998, the U.S. Nuclear Regulatory Commission (NRC) staff denied FPL's exemption request for this fire zone based on the uncertainty of the roof combustibility and the unknown fire classification.

Subsequently, by letter dated November 2, 1998, FPL submitted additional information regarding the classification of the control building roof, fire zone 106R.

e The NRC staff has reviewed the information provided by FPL and finds that further clarification.is needed before the review of the exemption request can be completed.

Enclosed is the staff request for additional information (RAI). The enclosed RAI has been discussed with Olga Hanek of your staff. A target date for your response has been agreed upon to be 60 days from your receipt of this RAI.

RE VEST FOR ADDITIONALINFORMATION 1.

At the September 14, 1998, meeting at Turkey Point, Florida Power and Light Company (FPL) staff discussed the roof construction materials and how the composite built-up roofing configuration meets or exceeds the requirements of recent Ruberoid specifications for Class A applications.

Please submit a detailed description of the roof construction along with any available information that compares the Underwriter's Laboratory (UL) approved Class A configuration to the built-up roof in fire zone 106R.

The November 2, 1998, submittal stated that a description of the roofing system was submitted to UL for review. UL informed FPL that the control building roof complies with Class A requirements per ANSI/UL790, and that such a system is generically described in the UL Roofing Materials and Systems Directory.

a)

Prior to submitting the roofing system description to ULfor review, discuss how the material and construction of the built-up roof, as installed, were verified and determined to be equivalent to the UL design.

b)

The directory generically describes nine different roofing systems.

Please state which

'oofing system in the UL directory generically represents the "built-up" roof for fire zone 106R.

c)

Please submit the UL documents which verify that the installed roofing system provides an equivalent Class A rating in accordance with ANSI/UL790.

3. Please describe the locations of fire extinguishers and hose stations readily available to fire zone 106R.

For the hose stations, verify that there is sufficient hose length to reach the roof for manual suppression, in the everit of a fire in fire zone 106R.

-4, Please describe the measures taken to ensure that the gravel, used as surfacing in fire zone 106R, continually covers the roof area at 400 Ibs per square.
