CLOSEOUT REPORT FOR THE AMPACITYDERATING ISSUES RELATED TO GENERIC LETTER 92-08, "THERMO-L'AG330-1 FIRE BARRIERS" - ST. LUCIE PLANT, UNITS 1 AND 2, AND TURKEY POINT PLANT, UNITS 3 AND 4 (TAC NOS. MA3366, MA3367,, MA3383 AND MA3384)

Dear Mr. Plunkett:

By letters dated June 26, 1998, and June 30, 1998, Florida Power and Light Company (FPL) submitted responses to the U.S. Nuclear Regulatory Commission (NRC) Request for Additional Information (RAI) dated April 23, 1998, related to the ampacity derating issues for St. Lucie Plant (SLP), Units 1 and 2, and Turkey Point Plant (TPP), Units 3 and 4, respectively.

The NRC staff in conjunction with its contractor, Sandia National Laboratories (SNL), has completed its review of FPL's analytical approach for the ampacity derating determination.

The review findings are documented in the enclosed Safety Evaluation (Enclosure 1) and SNL Technical Letter, "ATechnical Evaluation of the Florida Power and Light Fire Barrier Ampacity Derating Assessments for St. Lucie and Turkey Point," dated September 30, 1998 (Enclosure 2).

The staff concludes that there are no outstanding ampacity derating issues as identified in Generic Letter 92-08 for SLP and TPP.

During the course of the review, the staff has identified some open items in TPP calculations which could impact future design changes to the plant as well as some plant life extension issues (i.e., cable aging). Although no further action is necessary at this time, the staff plans to use the enclosed safety evaluation in any followup inspection.
