1 AND2, TAC NOS. M85538 AND M85539

By letters dated April 16, 1993 (AEP:NRC:0692CK), February 4, 1994 (AEP:NRC:0692CV),
September 28, 1994 (AEP:NRC:0692CZ), December 21, 1994 (AEP:NRC:0692DA), March 29, 1995 (AEP:NRC:0692DD), July, 17, 1996 (AEP:NRC:0692DK), December 27, 1996 (AEP:NRC:0692DB), May 21, 1997 (AEP:NRC:0692DM), Indiana Michigan Power Company responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, and follow-up requests for additional information dated May 28, 1993, December 20, 1993, September 23, 1994, December 29, 1994, March 6, 1995, June 18, 1996, December 2, 1996, March 26, 1997, and August 25, 1997 in regard to Thermo-Lag 330-1 fire barriers installed at Donald C. Cook Nuclear Power Plant, Unit Nos.
1 and 2.
0 The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letters. Your responses state that, with one exception, you no longer rely on Thermo-Lag as a fire-rated barrier to provide separation of redundant equipment.
This condition was achieved through a combination of plant-specific analyses and plant modifications.
Reevaluation of the analyses documented in the Cook Nuclear Plant safe shutdown capabilities assessment developed the technical bases to eliminate the need to protect redundant trains of safe shutdown circuits with fire barriers.
The elimination of the need for a fire-rated barrier was based on the function of the circuits protected and the availability of alternate means of achieving safe shutdown in the event of a fire. For affected areas where fire-rated barriers were still required, plant modifications were implemented to replace Thermo-Lag with a suitable alternative.
Additionally, you state that Thermo-Lag is credited as a fire-rated barrier to provide separation between fire areas in the Unit No. 1 and Unit No. 2 hot shutdown panel enclosures.
This installation has been specifically qualified through an application specific technical evaluation which was supported by field testing.
By letter dated December 27, 1996 (AEP:NRC:0692DB), you stated that all corrective actions for the resolution of the Thermo-Lag issues had been implemented at Donald C. Cook Nuclear Power Plant, Unit Nos.
1 and 2. On the basis of its review, the staff has determined that you have provided the information and performed the actions requested in GL 92-08 and the actions tracked by TAC Nos. M85538 and M85539 are complete.

Based on your May 12, 1995 (AEP:NRC:0692DF), March 20, 1997 (AEP:NRC:0692DL), and November 24, 1997 (AEP:NRC:0692DO) responses, however, there remain open issues involving ampacity derating of Thermo-Lag 330-1 that emerged as a result of the GL 92-08 review. The resolution of these ampacity derating issues is under review and tracked by TAC Nos,. MA3387 and MA3388.
You should retain all documentation related to the resolution of the concerns with Thermo-Lag 330-1 fire barrier systems for future NRC audits or inspections.
