COOK NUCLEAR PLANT, UNITS 1

AND 2 (TAC NOS. M85538 AND M85539)

Dear Mr. Fitzpatrick:

You were required, pursuant to Section 182a of the Atomic Energy Act of 1954, as

amended, and 10 CFR 50.54(f), to submit written reports, under oath or affirmation, that contained the information specified in the request for additional information (RAI) regarding Generic Letter 92-08, "Thermo-Lag 330-1 Fire Barriers."

The NRC staff has reviewed your response of March 29, 1995, to the RAI of December 1994 and determined that it is incomplete in regard to the consistency of Thermo-Lag materials.

Since you did not provide a complete

response, you are still required pursuant to Section 182a of the Atomic Energy Act of 1954, as
amended, and 10 CFR 50.54(f), to submit in writing, under oath or affirmation, a plant-specific response to guestion 1.d. of the December 1994 RAI stating that the Thermo-Lag materials used at your site to meet NRC requirements or licensing commitments are representative of the population of samples that were tested by the Nuclear Energy Institute.

You need not submit the resuIts of your chemical tests or a detailed evaluation of those results.

However, you should retain these test results for future NRC audit or inspection.

We request that you respond to this issue within 30 days from the date of this letter, The information collection contained in this request is covered by the Office of Management and Budget clearance number 3150-0011, which expires July 31, 1997.

The public reporting burden for this collection of information is covered by the original estimate and previous increases, which totaled 540 person-hours for each addressee's

response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.
