Dear Mr. Fitzpatrick:

By letter dated December 21,

1994, you submitted a response to our request for additional information (RAI) dated September 23, 1994, related to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," for D.C. Cook, Units 1

and 2.

You indi cated that calculations using a computer model confirmed that the original cable raceway design included sufficient margin to accommodate the temperature rise resulting from wrapping the raceways with Thermo-Lag material.

The NRC staff has identified a number of concerns associated with certain ampacity derating calculations and test methodologies which have been used by some licensees.

Also, the staff is not aware of any industry-recommended analytical models for assessing ampacity margins of cables in raceways covered with Thermo-Lag.

While the use of a mathematical model to determine the ampacity derating factor for electrical raceways enclosed by Thermo-Lag material is acceptable as a substitute for testing, the staff needs to examine the technical adequacy of the models used in order to address compliance with GL 92-08.

Therefore, we request that you submit those ampacity derating calculations which are representative of each electrical raceway design (e.g., conduit, cable tray, air drop) at D.C.

Cook which will adequately demonstrate the methodology and validation of the computer model used as well as any other documents which support these determinations.

Please respond to this RAI within 60 days after receipt of this letter. This response is needed to close out the ampacity derating issue per GL 92-08 for D.C. Cook.
