Dear Hr. Fitzpatrick:
SUBJECT:
DONALD C.
COOK NUCLEAR PLANT, UNITS 1
AND 2
RESPONSE
TO GENERIC LETTER 92-08, "THERHO-LAG 330-1 FIRE BARRIERS,"
(TAC NOS.
H85538 AND H85539)
By letter dated April 16,
- 1993, you provided a response to Generic Letter (GL) 92-08 for Donald C.
Cook Nuclear Plant, Units 1 and 2 (D. C. Cook).
Your response stated that the Thermo-Lag 330-1 fire barrier systems installed at D.
C.
Cook were selected based upon guidance provided by the NRC during workshops conducted in 1984 and qualification test reports and other literature received from Thermal Science Incorporated (TSI).
However, given the questions that have recently arisen concerning the performance of the material and the conduct of previous tests, you could not confirm that the fire barrier systems have been qualified by representative fire endurance tests.
You stated that the fire barrier configurations installed in D.
C.
Cook represent, in general, the materials, workmanship, methods of assembly, dimensions, and configurations described in the TSI technical notes and test reports.
You also stated that deviations from the TSI installation procedures were evaluated and documented.
You reported that ampacity derating factors were considered as part of the design change that installed Thermo-Lag 330-1 material on cable raceways and that calculations using a computer model confirmed that the original cable raceway design included sufficient margin to accommodate the temperature rise resulting from wrapping raceways with Thermo-Lag.
You further stated that appropriate actions to resolve fire barrier concerns are being developed through an industry program coordinated by NUHARC and you would apply the results of the industry program, when completed.
Your response stated that you would provide us a schedule by which any necessary corrective actions would be completed 120 days after the NUHARC program is concluded and that compensatory measures have been taken in accordance with plant technical specifications, as previously described.
In your response to GL 92-08 you indicated that the actions necessary to restore (or to confirm) the operability of these barriers will be based on the results of the NUHARC program.
The staff expects that licensees referencing the NUHARC program will review the results and, within 30 days after the ripAA3-~--
