COMPLIANCE WITH THE ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS) RULE

- PALO VERDE NUCLEAR GENERATING STATION (PVNGS) UNIT NOS. 1, 2

AND 3 (TAC NOS.

59124, 62698 AND 67168)

By letters dated February 27 and September 18, 1987, April 27 and September 29,

1989, and July 31, 1990, Arizona Public Service Company (APS) submitted the plant specific design information to comply with 10 CFR 50.62, "Requirements for reduc-tion of risk from....(ATWS) events for light-water-cooled nuclear power plants."

The staff has reviewed this information and concludes that the proposed design conforms to the requirements of 10 CFR 50.62, and therefore, is acceptable.

However, the staff's conclusion is subject to a post-implementation inspection at PVNGS.

The inspection will audit the design documentation, operating procedures and the recor d of the software verification and validation processes.

Our safety evaluation is enclosed.

In the letter dated July 31, 1990, APS stated that due to the scope of the modification required for the diverse auxiliary feedwater actuation system (DAFAS), implementation for Unit 3 is now expected to be performed prior to

  • '..restart from the third refueling outage (First quarter, 1993) instead of the second refueling outage (First tluarter, 1991) as committed in your August 6, 1989 and June 25, 1990 letters.

It is the staff's understanding that the modification required for DAFAS can be performed during a short term plant shutdown. period.

Therefore, you should make a best effort to implement the ATWS mitigation system as soon as possible.
