Dear Sirs:

The NRC issued 10 CFR 50.62 (Reference (1))

on June 26, l984.

This regulation promulgated certain design requirements for the reduction of risk from ATWS events and also required licensees to submit a

schedule for implementation of the ATWS requirements within 180 days after NRC issuance of Quality Assurance (QA) guidance for non-safety related ATWS components.

The NRC issued the QA guidance on April 16, 1985 (Reference (2))

and ANPP provided the required implementation schedule on October 12, 1985 (Reference (3)).

The schedule for PVNGS final implementation of the ATWS rule, as presented in Reference (3),

was as follows:

PVNGS Unit 1 =

Prior to startup following the second refueling outage from issuance of the license authorizing operation above 5'ower.

PVNGS Unit 2 =

Prior to startup following the second refueling outage from issuance of the license authorizing operation above 5X power.

PVNGS Unit 3 =

Prior to startup from the first refueling outage after issuance of the license authorizing operation above'X power.

Subsequent to ANPP proposing the above implementation

schedule, the NRC staff has informed ANPP by letter dated February 24, 1987 (Reference (4)) that the NRC has decided to extend the deadline for implementation of the ASS rule to no later than the third refueling outage after July 24, 1986.

In accordance with the revised NRC deadline, ANPP would like to revise the implementation schedule for the PVNGS units.

The revised implementation schedule for the PVNGS units is as follows:

PVNGS Units 1, 2 and 3 =

Prior to startup following the third refueling outage after July 24, 1984, for each PVNGS unit.

At this

time, design information related to PVNGS compliance with 10 CFR 50.62 is currently being reviewed by the NRC staff on the CESSAR Docket (Reference (5)).
Thus, the PVNGS implementation of the A1WS rule is awaiting completion of the NRC review of the CESSAR submittal.

ANPP will submit the specific information required by 10 CFR 50.62 paragraph (c)(6), after the NRC staff completes its review of the CESSAR submittal.
