Dear Mr. Knighton:
Over the past several
- months, the NRC and ANPP have conducted technical discussions regarding the construction of specific PVNGS masonry walls.
On October 14,
- 1986, ANPP received the NRC staff's response (Reference A) to our June 19, 1986, submittal (Reference B).
The NRC staff's response stated that:
(1)
The walls at elevation 100'-0" of the Control Building are adequate as constructed.
(2)
The walls at elevation 74'-0" require strengthening to meet industry standards.
(3)
Preliminary assessment of the additional ANPP information submittal (Reference C) leads the NRC to believe that the NRC staff conclusions (Reference A) will remain unchanged.

Masonry Walls ANPP-38888 Page Two Based on a review of Reference B, the NRC staff has not reached our conclusion that all of the subject masonry walls are satisfactory as constructed.
- However, the NRC staff has not completed evaluation of all pertinent data included up through the September 19, 1986 submittal.
Assuming the results of the NRC staff review of all pertinent data results in the position as stated in Reference A, we have proceeded in good faith to develop an enhancement to the masonry walls at elevation 74'-0".
The modification would consist of a series of steel plate assemblies
- bolted, in pairs, to the masonry walls to "sandwich" them.
The design provides both a strengthening effect and a
stiffening effect to respond to the concerns expressed in the NRC staff's initial evaluation.
A description of the proposed modification is enclosed for your review.
Since immediate implementation of the masonry wall enhancements is not a
significant safety issue, and a short delay would pose no additional seismic risk impact, any physical work to enhance the elevation 74'-0" masonry walls on the licensed units is best achieved during planned plant shutdown.
As previously discussed with your staff, it is also more appropriate to implement this modification while the nuclear units are not operating based on the facts that the modification requires aggressive construction activities associated with drilling a very large number of holes through walls having attached safety related components, moving heavy steel plates with lifting rigs in the vicinity of safety related components, and overseeing a
large construction force while working in the vicinity of safety related equipment.
ANPP therefore proposes the following implementation schedules:
Unit 1
Complete implementation by first appropriate planned outage of sufficient duration, but not later than first refueling.
Unit 2
Complete implementation by first appropriate planned outage of sufficient duration, but not later than first refueling.
Unit 3
Complete implementation by initial criticality.
This schedule provides an update to the original schedule provided in Reference C and is also based on results of the agreement with the NRC reached at our August 28, 1986 meeting.
At the August 28, 1986 meeting NRC and ANPP agreed to have the masonry wall solution approved by December 22, 1986 and agreed that implementation of any wall modifications would occur during a
future outage for Units 1
and 2
and before initial criticality for Unit 3.
This letter then also serves to confirm and document that agreement and to confirm that no construction will occur until NRC concurrence with the proposed wall enhancement.
ANPP shall continue to implement the same interim compensatory measures discussed in Reference D until the walls are deemed satisfactory.

We expect that the information presented in this letter will lead to NRC concurrence with both the proposed design and implementation schedules by December 22, 1986.
In parallel, we are awaiting response to the ANPP September 19, 1986 submittal (Reference D), including your consideration of the additional information provided therein.
After receipt and review of this letter, we believe a meeting with the NRC staff to review this information would be appropriate.
