SUPPLEMFNTAL SAFETY EVALUATION - SYSTEMATIC FVALUATION PROGRAM (SEP)/STRUCTURAL UPGRADE PROGRAM (SUP)
AT R.E.
GINNA (TAC NO. 54364)
The Safety Evaluation provided to,you on March 24, 1987 concluded that, subject to the plant modifications which RG&E had committed to install, the implementation of the SUP would provide reasonable assurance that Ginna Station could be safely shut down followina specified environmental events.
The NRC has reviewed all requested information submitted by RG&E, for which the conclus-ions of the March 24, 1987 Safety Evaluation were based, and for which an I"RC/RG&E meeting was he1d in Bethesda, Maryland to discuss outstanding items on December 14, 1988.
The NRC conducted an audit of the SEP/SUP analyses and calculations at the RG&E corporate office in Rochester, NY and inspected the Ginna plant for the SEP/SUP related modifications on August 3-4, 1989.
In addition, RG&E submitted further analyses and confirmatory information to the NRC on August 31, 1989.
Based on the NRC review, audit, and plant inspection, the NRC concludes that the evaluation and resolution of R.E.
Ginna Nuclear Power Plant SEP Topics III-2 Wind and Tornado Loadings, III-4.A Tornado Missiles, III-6 Seismic Design Considerations, and III-7.8 Load Combinations are acceptable.
The NRC has also concluded that,RG&E analysis and implementation of the SUP are acceptable.
