St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment MTC Chan e from -27 cm to -30 cm In accordance with 10 CFR 50.90, Florida Power 6 Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-16 for St.

Lucie Unit 2.

The proposed amendment revises Technical Specification Section 3.1.1.4.c.,

"Moderator Temperature Coefficient" (MTC).

This proposal would change the MTC value from -27 pcm/degree F

to -30 pcm/degree F.

FPL requests approval of this change by October, 1992.

This change will increase operating margin in future cycles.

Attachment 1 is a marked up copy of the proposed Technical Specification change.

Attachment 2 is a Safety Analysis in support of the proposed amendment.

Attachment 3 is the "Determination of No Significant Hazards Consideration."

Attachment 4 is the Combustion Engineering revised analyses of record in support of the proposed amendment.

The proposed amendment has been reviewed by the St.

Lucie Facility Review Group and the Florida Power S Light Company Nuclear Review Board.

In accordance with 10 CFR 50.91 (b)(1), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
