C. 20555 RE: St. Lucie Units 1 and 2 Docket No. 50-335 and 50-389 Proposed License Amendment Flood Protection Su lemental Information On August 31, 1994 (L-93-274), Florida Power and Light Company (FPL) submitted proposed license amendments to change the Technical Specifications for the St. Lucie Units 1 and 2. The purpose of the changes were to remove the surveillance requirements related to dune and mangrove surveys from the Technical Specifications. On August 31, 1994 by FPL letter L-94-220, FPL responded to your request for additional information dated June 1, 1994.

In a subsequent conference call, FPL was requested to propose alternatives for the surveys, frequencies, and location of the commitments to support removal of the Technical Specification requirements. Attachment 1 provides the FPL proposed alternatives.

St. Lucie Units 1 and 2 Docket No. 50-335 and 50-389 Proposed License Amendment Flood Protection Su lemental Information The St. Lucie nuclear plant site is located approximately one-half mile from the Atlantic Ocean and the barrier dune which fronts the beach. The wave run-up and flooding analyses contained in the St.

Lucie Plant Updated Final Safety Analysis Reports (UFSAR) assume that the existence of the mangrove swamp between State Route (SR)

A1A and the old beach road will be maintained throughout the life of the plant. The mangrove swamp provides protection to the SR A1A roadbed and embankment from destructive forces of the ocean should the beach dune and old beach road be breached. Likewise, the old beach road provides protection for the mangroves and the beach dune provides protection for the old beach road. Therefore, evident that the purpose of the beach dune survey was to verify it is that the dunes provide adequate protection for the old beach road, and in turn, the mangroves and then the SR A1A roadbed. Eventually the protection is provided to the nuclear plant island proper which is located an additional 800 feet west of the SR A1A highway embankment.

To ensure that this protection is maintained throughout the life of the plant, FPL will provide for a visual inspection by a qualified engineer following the passage of a hurricane. If the visual inspection finds the beach dune and old beach road have been breached, the in'spection would be expanded to include an evaluation of the mangrove and SR A1A embankment adjacent to the site. If a visual inspection has not been performed because of the storm criteria above, period.

If the expanded visual inspection finds significant erosion requiring repair of the SR A1A roadbed or embankment, then FPL will consider the effects of the damage as part of the hurricane recovery activities.

Any storm damage that meets the criteria of 10 CFR 50.72 and 10 CFR 50.73 would be reported to the NRC in accordance with these regulations.

The above commitments will be included in the next revisions of the UFSAR for each unit after approval of the license amendment and implemented by plant procedures.
