Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Containment Test Pressure In accordance with 10 CFR 50.90, Florida Power & Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-16.

The proposed amendment revises Technical Specification Section 3/4.6.1., Containment Systems, by defining peak accident pressure (Pa) as that experienced during a loss of coolant accident. This proposed amendment will have the required containment test pressure be based on the calculated loss of coolant accident, pressure.

A marked up copy of the affected Technical Specification pages are included as Attachment 1. A Safety Analysis in support of the proposed amendment is included as Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3 ~

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power and Light Company Nuclear Review Board.

In accordance with 10 CFR 50.91 (b)(1), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.

In accordance with 10 CFR 170.21, FPL Check. No. 9301 is attached as remittance for the license amendment application fee.
