St. Lucie Unit No. 2 Docket No. 50-389 Proposed License Amendment Moderator Tem erature Coefficient In accordance with IO CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-I 6.

The proposed change to the St.

Lucie Unit 2

Technical Specifications on Moderator Temperature Coefficient (MTC) provides more operating flexibilityand removes restrictive operational requirements above 70% power.

The proposed change is shown on the accompanying Technical Specification page.

A discussion of the change is included in the attached safety evaluation and no significant hazards considerations determination.

The proposed amendment has been reviewed by the St. Lucie Plant Facility Review Group and the Florida Power Bc Light Company Nuclear Review Board.

In accordance with IO CFR 50.9(b)(I), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.
