'OF GENERIC LETTER 84-11 Re:

Dresden Nucle~r Power 5tation, Unit Nos. 2 and 3 On April 19, 1984, the staff issued Generic L~tter (GL) :84-11 in which an acceptable response by BWR licensees to current intergranular stress corrosion cracking (IGSCC) concerns was presented.

CECo responded to GL 84-11 for Dresden 2 in submittals dated September 17 and December *19, 1984, completed a stainless steel piping r~inspection during a 1984 ref~eling outage and submitted the reinspectio~ tesults. CECo's response to GL 84-11 for Dresden 3 was in submittals dated June-4, 1984 and June 3, 1985.which presented plans regarding the inspection and replacement of stai~less steel piping.

The staff has reviewed your various submittals for this issue.

For Dresden 2, a Safety Evaluation was transmitted to you in a letter dated March 22, 1985.

This SE concluded that the piping reinspection and* repairs performed during the 1984 fefueling outage met the guidelines in GL 84-11 and that Dresden 2 could be safely operated for one 18-month fuel cycle.

In your submittals for Dresden 3, CECo indicated that all of the recirculation system piping and portions of the piping in low pres~ure cool~nt injection, reacto~ water clean-up, shut down cooling, core spray, control*roddrive return.and isolation condenser return systems will be* replaced with IGSCC resistant materials (316 NG stainless steel) in accordance with 10 CFR 50.59 during

'the upcoming 1985 refueling outage, and that any piping not being replaced will be inspected in accordance with GL 84-11.

CECo also stated that the augmented leak detection and 1 imit as issued in the March 15,. 1984 confirmatory order will continue to be implemented.

Based on the above, the staff concludes that CECo's piping inspection and replacement.. plan for Dresden 3 also meets the guidelines in GL 84-11 and that this issue is resolved ~or both Dresden 2 and Dresden 3.
