PIPING INSPECTION AND REPAIRS DURING THE DRESDEN UNIT 2 CYCLE 10 REFUELING OUTAGE Re:

Dresden Nuclear Power Station, Unit No. 2 In Generic Letter (GL) 84-11, the staff delineated the actions that would be an acceptable response to the current concerns relating to interqranular stress corrosion crac~ing (IGSCC) in lar9e-diameter recirculatio~ and residua].. ~eat remo~al piping.

One of the actions required of the licensee was a submittal stating your cµrrent plans relative to inspections for IGSCC and interim leak detection.

In your response you were to indicate whether you intended to follow staff recommended actions in r,L 84-11 or propose an alternative approach to resolving 1r,scc concerns.

In a letter.dated September 17, 1984, you furnished your plans which the staff, aftef a brief.meeting with members of your staff, accepted. In a followup letter dated December 19, 1984, you'indicated that your inspectio.n was complete and stated that the sample of welds inspected in the Reactor Water Cleanup (RWCU) system had been expand~d, because of crack indications in that system, to include all accessible RWCU welds.

You also indicated your inte~t, at that time, to replace the RWCU Class 1 piping outside of containment with conforming material and to overlay five welds with cracks inside the drywell.

Subsequently, you informed the staff verbally that you were also going to replace the RWCU Class 1 piping inside the drywell up to Motor Operated valve 2-1201.

This section of piping contained four of the cracked welds and you indicated your intention to overlay the fifth.

  • The staff has reviewed your submittals regarding the inspection and repairs performed on the jet-pump instrumentation nozzle penetration assemblies and the Recirculation, Residual Heat Removal, Control Rod Drive, Head Vent and RWCU piping systems during the current refu~ling outage.

Based on this review, which is documented in the enclosed Safety Evaluation and which includes input

  • from inspection personnel from Region III, the staff concludes that your IGSCC inspection and repairs were performed in accordance with the requirements of GL 84-11 ar.d *that Dresden Unit 2 can be safely.returned to operation for one.

18-month fuel cycle.
