SUMMARY

OF MARCH 13, 2017, PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING LICENSE AMENDMENT REQUEST TO IMPLEMENT RISK-INFORMED TECHNICAL SPECIFICATION COMPLETION TIMES AT VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (CAC NOS. ME9555 AND ME9556)

On March 13, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference1 with staff from Southern Nuclear Operating Company Company, Inc. (SNC or the licensee). The purpose of the call was to discuss SNC's license amendment request to implement risk-informed Technical Specification Completion Times for the Vogtle Electric Generating Plant, Units 1 and 2. Specifically, the discussion was focused on draft request for additional information (RAI) question 6 that was provided to SNC on January 24, 2017. 2 Following a January 26, 2017, 3 public meeting, the NRC staff modified the question to enhance clarity and reissued the draft question to SNC on February 3, 2017.4 Following a February 7, 2017, public meeting,5 the NRC staff again provided revised RAls, including RAI 6 which deals with accounting for common-cause failure in emergent equipment failures to SNC. 6 This meeting focused on the response for RAI 6.

The licensee opened the meeting with a presentation addressing how risk management actions can impact risk and compared this impact to numerically adjusting the risk-informed Technical Specification Completion Times.7 The NRC staff made a presentation that indicated the methods of addressing common-cause failure that were most likely to be successful.8 1 The original meeting notice is available via the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML17060A467.

At the end of the meeting, it was acknowledged that both parties understood the other's position and SNC indicated that it would provide a proposed response date shortly after the meeting.

Subsequent to the meeting, SNC indicated that it would target April 4, 2017, for the final RAI response.

No regulatory decisions were made at the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received.
