OF FEBRUARY 7, 2017, PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING LICENSE AMENDMENT REQUEST TO IMPLEMENT RISK-INFORMED TECHNICAL SPECIFICATION COMPLETION TIMES AT VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (CAC NOS. ME9555 AND ME9556)

On February 7, 2017, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference 1 with staff from Southern Nuclear Operating Company, Inc. (SNC or the licensee). The purpose of the call was to discuss SNC's license amendment request to implement risk-informed Technical Specification Completion Times (RICT) for the Vogtle Electric Generating Plant, Units 1 and 2. Specifically, the discussion was focused on draft request for additional information (RAI) question 6 that was provided to SNC on January 24, 2017. 2 Following a January 26, 2017, 3 public meeting, the NRC staff modified the question to enhance clarity and reissued the draft question to SNC on February 3, 2017. 4 The NRC staff opened the meeting with a summary of RAI 6, which focuses on accounting for the risk of common-cause failure (CCF) during emergent equipment failures. In support of the meeting, SNC provided slides that discussed the process that would be followed in the event of an emergent equipment failure. 5 The NRC staff indicated that the preferred method, consistent with Regulatory Guide (RG) 1.177, Revision 1, "An Approach for Plant-Specific, Risk-Informed Decisionmaking: Technical Specifications," May 2011, 6 to address this issue would be to adjust the numerical RICT calculation to account for CCF until such a possibility had been eliminated.

Further, the NRC staff indicated that simply describing risk-management actions that could be taken to ameliorate CCFs would likely not be responsive to the concern. The NRC staff 1

M. Markley indicated that alternate means of addressing the concern would be considered, but may take significant additional review resources and time to complete.

Although better understanding was reached, at the conclusion of the meeting, both parties agreed that additional interactions would be necessary. Another public meeting would be planned at a later date and noticed via the normal process.

No regulatory decisions were made at the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received.
