- 1993, MEETING TO DISCUSS CURRENT AND ANTICIPATED LICENSING ISSUES FOR NINE MILE POINT NUCLEAR STATION, UNITS 1
AND 2 A meeting was held in the NRC One White Flint North Office in Rockville, Maryland, with Niagara Mohawk Power Corporation (NHPC) and NRC staff representatives to discuss current and anticipated licensing issues for Nine Mile Point Units 1 and 2.
The licensee had requested this meeting.
Enclosure 1 is a list of meeting attendees.
Enclosure 2 is a copy of the handout material provided by NMPC and includes the latest version of NMPC's 5-year licensing plan for Nine Mile Point Units 1 and 2.
The meeting attendees initially discussed the open licensing issues for Unit 1
and NMPC's plans for near-term license amendment submittals for that unit.
During these discussions the attendees noted that all licensing actions necessary to support the upcoming Unit 1 refueling outage have been completed.
(The refueling outage is currently scheduled to start on February 19, 1993.)
NHPC did mention, however, that they are considering the possible submittal of an outage-related license amendment request that would delete Hot Shutdown requirements for reactor coolant system hydrostatic testing above 200 degrees Fahrenheit.
If submitted, NHPC would want to have the amendment issued prior to the performance of hydrostatic testing near the end of the refueling outage.
Although not required for the outage, this license amendment could reduce critical path time.
NHPC noted that the submittal would likely not be made prior to the start of the outage.
The NRC staff representatives advised NHPC that based on a submittal date of approximately February 19, 1993, they could not assure that the amendment could be reviewed and issued prior to the performance of hydrostatic testing.
The open licensing issues for Unit 2 and NHPC's plans for near-term license amendment submittals for that unit were subsequently discussed.
During these discussions NHPC identified the planned license amendment submittals that will be necessary to support the 1993 Unit 2 refueling outage that is scheduled to begin in September 1993.
NHPC also advised the NRC staff representatives that they anticipate that a power uprate license amendment request will be submitted by March 31, 1993.
(NHPC plans to implement the power uprate during the 1995 Unit 2 refueling outage that is currently scheduled to start in March 1995.)
NMPC also indicated that they will soon advise the NRC in writing of their current plans for modification of the Unit 2 Standby Gas Treatment System (SGTS).
The licensee had previously planned to essentially double the 9'302ii0283 930i29 PDR ADQCK 05000220 PDR

January 29, i993 capacity of the SGTS during the 1993 refueling outage.
The planned modification was intended to obviate the need for certain compensatory measures that have been imposed to ensure that the radiological consequences of a design basis Loss-of-Coolant Accident remain within the 10 CFR Part 100 guideline values and consistent with General Design Criterion 19.
(This modification was the subject of a meeting between NHPC and the NRC staff on October 26, 1992.)
NHPC recently advised the NRC staff verbally that the SGTS modification may be unnecessary if the revised source term contained in NUREG-
- 1465, "Accident Source Terms for Light-Water Nuclear Power Plants,"
(currently in draft form) can be applied to Unit 2.
Near the end of the meeting the attendees reviewed the 5-year licensing plan for Nine Mile Point Units 1 and 2.
The plan is a living document and was last updated in December 1992.

'ndicate items that have been completed and target times for refueling outages.
The NRC staff representatives noted that the plan continues to be useful for anticipating licensing actions.

N RE TED I NR D The Nuclear Division Business Plan is a road map to guide efforts toward improvements in four key performance areas, i.e., Safety, Commercial, Regulatory, and Professional.
Strategy C of Objective 3 (Regulatory Performance) provides for the development of a comprehensive 5-year plan to address all NRC-related issues.
This document is the product resulting from the Strategy C Action Plan.
Additional actions to present the plan to the NRC and to perform continuing maintenance of the plan will be carried out as required by the Business Plan.
A comprehensive 5-year plan of NRC-related issues was included in the Business Plan to focus additional attention on the number of issues facing each unit, scheduling of those issues, and the impacts on resources.
It is expected that this document will aid in improving communications within the Nuclear Division, between Niagara Mohawk and the NRC, and will provide information for overall planning efforts. Through this document, Niagara Mohawk hopes to communicate a broad overview of the regulatory environment, Niagara Mohawk commitments and Niagara Mohawk/Industry initiatives being undertaken by and for the Nine IVliie Point stations.
The NRC should then be better able to plan its resources in support of Niagara Mohawk.
Niagara Mohawk will also be in a better position to manage its current workload and commitments, and to plan future efforts.
A number of potential sources for "NRC-Related" issues were reviewed for issues to include in the plan.

Literally hundreds of issues could have been selected from these sources.
Consequently, in order to make this document as meaningful and useful as
- possible, a set of guidelines was developed to assist in selecting which issues would be included in the 5-year plan.
The guidelines are included as Attachment A.
Once selected for inclusion, each issue was identified in the 5-year plan by unit (or site), by year, and by calendar quarter within the year.
Generally, placement by year (and calendar quarter) represents when the issue will be submitted to the NRC for action, review or information. When nothing is planned to be submitted, placement represents when the issue is expected to be completed or fully implemented.
For clarity, issues have also been separated by submittal or no submittal, to assist in determining which resources may be involved.
In order to complete actions by the dates specified, naturally work must begin well in advance.
For a few select long term efforts, key milestones have also been included to give a more complete picture.
Generally, however, additional detail on individual issue schedules is available from other tracking systems.

This document is a "living"document.
This means it will be regularly updated as changes and additions become known, and issued in accordance with the Business Plan.
The same sources used in the initial development will continue to be monitored for new issues and updates.
In addition, all Nuclear Division and NRC personnel who have occasion to use this document are invited to submit updates, as well as suggestions or recommendations to make the 5-year plan more useful.
Please submit any input to the Manager of Nuclear Licensing at Salina Meadows-2.
As noted above, the 5-year plan is presented by year, beginning with 1992.
All further breakdowns for each year are presented on the same page to provide an overview for the entire year.
In addition, each units'efueling outage is highlighted in the appropriate place.
Specific dates for refueling outages from 1993-1996 have not yet been formalized, and are therefore only provided as approximations.

January 29, 1993 capacity of the SGTS during the 1993 refueling outage.
The planned modification was intended to obviate the need for certain compensatory measures that have been imposed to ensure that the radiological consequences of a design basis Loss-of-Coolant Accident remain within the 10 CFR Part 100 guideline values and consistent with General Design Criterion 19.
(This modification was the subject of a meeting between NHPC and the NRC staff on October 26, 1992.)
NHPC recently advised the NRC staff verbally that the SGTS modification may be unnecessary if the revised source term contained in NUREG-
- 1465, "Accident Source Terms for Light-Water Nuclear Power Plants,", (currently in draft form) can be applied to Unit 2.
Near the end of the meeting the attendees reviewed the 5-year licensing plan for Nine Mile Point Units 1 and 2.
The plan is a living document and was last updated in December 1992.
The shaded areas on the calendar year schedules indicate items that have been completed and target times for refueling outages.
The NRC staff representatives noted that the plan continues to be useful for anticipating licensing actions.
