National Circulation Cooldown - Upper Head Voiding (Generic Letter 81-21)
By letter dated December 7,
1981, you responded to NRC Generic Letter 81-21, "Natural Circulation Cooldown," dated Hay 5, 1981 for the Diablo Canyon Nuclear Power Plant, Units 1 and 2.
We have reviewed your submittal and conclude that there is reasonable assurance that steam formation in the upper head of the reactor vessel during natural circulation cooldown wi 11 not occur.
This conclusion is based on our review of the Westinghouse study applicable to the Diablo Canyon Nuclear Power Plant, the training program for natural circulation cooldown and the existence of sufficient condensate supply consistent with our recommendations.
Our review of the guidelines and procedures was conducted as part of the THI Action Plan Item I.C. 1 generic review of the vendor guidelines and is addressed in our Generic Letter 83-22 dated June 3,
1983.
It is our understanding that the procedures with respect to voiding wi 11 be incorporated in your plant procedures by March 1985.
A copy of our Safety Evaluation is enclosed.
This action completes our evaluation of the subject.
