Pcciiic 8cc ccrc Elcclric ScmpccI NUMBER NPAP A-103 NUCLEAR GENERATION DEPARTMENT REVISION NUCLEAR PLANT AIMINISI'RATIVEPROCEDURE OAVE PAQE 1 QF CONTROL ROCM ACCESS APPROVED MANAGER This procedure establishes the requirements for control of access to the control room and provides the authority for the Shift Foreman to exercise this control .

DISCUSSION It is both desirable and necessary to limit the number of people in the control room during normal transient and emergency conditions to those persons who must be there to conduct necessary business . This restriction is necessary in order to limit confusion and noise, and to prevent an accumulation of people from interfering with the operator's vision, mobility and access to controls .

PROCEDURE

1. General Policy At no time shall an accumulation of personnel be allowed in the control room which could hamper the operator's view of and access to the operational'control panels, including instrumentation displays and alarms; or which could otherwise interfere with his ability to remain alert to, analyze, and respond to changing plant conditions .
2. Authority and Responsibility
a. The Shift Foreman or his designated relief shall have the authority to limit access to the control room at all times.

b . The Shift Foreman is responsible for assuring that, the general policy stated above is being achieved, and shall take the necessary action, including refusal of entry or eviction of personnel, as required to implement it.

3. Guideline's for Granting Access to Control Room
a. Normal practice shall be to limit access'to those individuals responsible for operation, testing or maintenance of the plant who have a legitimate need to be in the control room in order to perform their duties, and to technical advisors called in to support operations, unless specific authorization is granted in accordance with 3.c. below.
b. Access shall be granted to a predesignated NRC inspector by the inspector. Access by other NRC personnel shall be at the if requested discretion of the Shift Foreman.

c. It is recognized that it may occasionally be desirable to grant access to personnel who would not otherwise qualify under the provisions of 3.a.

or 3.b . above . Such access may be granted if approved by the Plant Superintendent or his delegate . Such authorization is, however, subject to the limitations of Steps 1 and 2 above.

4. Emergency Conditions
a. The plant's emergency procedures shall specify those persons who are to report to the control room in the event of an emergency. All other persons shall immediately leave the control room. All authorizations for access to the control room, other than those provided for in the emergency procedures, are void in the event of an emergency.
