O ATE 3/27/80 PAGE 1 OF GENERAL AUTHORITIES AND RESPONSIBILITIES OF THE SHIPT FORBGS SCOPE APPROVED MANAGER This Administrative Procedure establishes the general authorities and responsibili-ties of the Shift Foreman.
Specific duties and responsibilities may be specified in the Shift Foreman's job description, or in appropriate supplements to this procedure.
~QCEDURg 1.
General Authorities and Responsibilities During Normal Operation a.
The Shift Foreman is responsible for providing direct supervision of the plant operators and the work which they perform, and for providing required administrative support in this area, b.
The Shift Foreman shall have the authority and responsibility to direct all activities affecting the safety of the nuclear power plant.
This shall include all authorities and responsibilities of plant operators as discussed in Administrative Procedure A-100.
c.
The primary responsibility of the Shift Foreman at all times shall be to maintain the broadest perspective of operational conditions affecting the safety of the plant.
d.
In the absence of other supervisors, the Shift Foreman is in charge of all personnel in the plant.
- 1) If the Shift Foreman has reasonable grounds to suspect that an employee under his jurisdiction is either mentally or physically unfit for the work assigned, the employee shall be prohibited from working until satisfactory medical or other evidence is presented indicating that his fitness is secured.

The Shift Foreman is responsible for personnel under his jurisdiction being familiar with the equipment within their respective areas of responsibility.

The Shift Foreman is responsible for maintaining proper discipline among personnel under his supervision and shall require that they meet established performance standards e.
The Shift Foreman shall not be encumbered with unnecessary on-shift administrative duties.
His function is to act in a supervisory capacity to direct and control the activities of all members of the operating shift to assure integrated direction of all safety-related activities.
To the maximum extent practical, the performance of

Those duties that have traditionally been the Shift Foreman's responsibility and that are now specifically excluded from performance by the on-shift Shift Foreman shall be specified in a management directive.
2.
Authorities and Responsibilities During Abnormal or Emergency Conditions a.
The primary function of the Shift Foreman is for command and control; therefore, he shall not become totally involved in any single operation in times of emergency when multiple operations are required in the control room.
The responsibility for local control shall be delegated to an appropriately qualified operator.
b.
During abnormal or emergency conditions, the duty station for the Shift Foreman shall be the control room.
The Shift Foreman, until properly relieved, shall remain in the control room at all times during such situations to direct the activities of control room operators.
c.
The Shift Foreman has the authority and responsibility to take any action he deems necessary to minimize personnel injury and protect health and safety, as discussed in Administrative Procedure A-100.

Transfer of Authority and Responsibility a.
Relief of the Shift Foreman shall not be casual, but formal; including an entry into the control room log, so that the person assuming the command and control responsibility and all other control room personnel are cognizant of the authority change b.
Persons authorized to relieve the Shift Foreman shall be specified in a supplement to this procedure, or in an appropriate Emergency Plan implementation procedure.
