TITLE LANT STAFF ORGANIZATION D

OPERATIONS APPROVED MANAGER SCOPE This administrative procedure specifies the organizational requirements and responsibilities for the plant staff during normal operation.

DISCUSSION The operating organization of a nuclear power plant consists of on-site personnel concerned with the day-to-day operation, maintenance, and certain technical services.

The functional levels of the on-site operating organi-zation are typically broken down as follows;

Managers, Supervisors-Foremen, Professional-Technical (Engineers),

Operators, Technicians, and Maintenance Personnel.

Off-Site technical support personnel provide additional services beyond those provided by the operating organization professional-technical personnel.

The services of these personnel are available through the'epartment of Nuclear Plant Operations'hich is responsible for providing (either "in house" or by utilizing consultants) any additional technical support not being provided by the plant staff In addition, the Department of Nuclear Plant Operations provides the plant staff with functional and administrative direction.

PROCEDURE

).. The Plant Manager has overall responsibility for the execution of the administrative controls and quality assurance program at the plant to assure safety.

2 The Plant Superintendent and key supervisors are responsible for the day-to-day safe operation of the power plant.

The Shift Foreman is assigned the authority required to safely operate the plant and execute all administrative controls and the quality assurance program.

This authority shall not be relinquished until specifically relieved by a higher level member of management possessing a

Senior Operator's license who has been authorized for such relief by procedure or by the Plant Superintendent or his delegate.

The plant operating organization shall include one or more individuals knowledgeable in the following fields:

nuclear power plant operation; nuclear power plant mechanical electrical and electronic systems; nuclear engineering; chemistry and radiochemistry; radiation protection; and quality control.

5o The plant organization shall meet the minimum staffing requirements established in the plant's Technical Specifications, Final Safety Analysis Report, or as committed to in other bases.

A current organization chart showing the various positions on the plant staff, and identifying those which shall be filled by personnel holding NRC Operator and Senior Operator licenses, shall be maintained on file at each plant 7.

A "gob description" and a "task analysis" shall be prepared for each position on the plant staff having operations, technical, maintenance and securely responsibilities.

The "gob description" and "task analysis" shall be maintained on file at each plant, and each member of the plant staff shall receive a copy of the "gob description" for his position.

An individual shall hold only one position on the plant staff at a time on a permanent basis.

However, individuals holding one position, but who are qualified by training and experience to hold other positions, may serve under the provisions of Nuclear Plant Administrative Procedure B-1 as advisors to personnel in other positions until the latter acquire the required training and/or experience.

Changes in the plant organization, or in persons holding the positions within the plant organization, may be made at any time by the Plant Superintendent and/or higher Company management in accordance with normal Company procedures, provided the requirements of this procedure, the Technical Specifications, and the FSAR are met 10.

A listing of all persons on the plant staff shall be maintained on file by the Shift Foreman.

This listing shall identify the person's position in the plant organization,

address, phone number, and person(s) to be notified in case of accident or injury This list shall be updated every six months or as required by personnel changes Supervisors shall review personnel under their control with respect to their alertness, general health, physical condition, and degree of fatigue.

This may be accomplished in an informal and undocumented basis.

Based on this review, and to the degree that such conditions are under the supervisor's control, he shall make appropriate changes to the work environment and/or gob assignments which would tend to reduce gob related stress and/or reduce the responsibilities assigned to the stressed individual(s) ~
