APPROVED MANAGER SCOPE The Shift Technical Advisor's primary responsibility is to provide advice to the Shift Foreman for plant accident assessment during transients.
He also performs an operations assessment function during normal plant operations.
PROCEDURE 1.
The specific duties of the Shift Technical Advisor (STA) shall be specified in a job description as required by Nuclear Plant Adminis-trative Procedure A-l.
2.
The STA shall have a Bachelor's Degree in Engineering or related sciences or a high school diploma and 60 semester hours of college level education in mathematics, reactor physics, chemistry, materials, reactor thermo-dynamics, fluid mechanics, heat transfer, electrical, and reactor control theory.
3.
The STA shall have one year of professional level nuclear power plant experience, six months of which shall be on-site.
4 The STA shall be knowledgeable of control room instruments and controls and advise the responsible NRC Senior Licensed Operator concerning abnormal plant operating conditions.

A training program shall be established to provide training commensurate with the individual's previous experience, training, and education in the following areas:
a.
Accidents analyzed in the FSAR and the consequences of these accidents.
b.
Thermal-hydraulics/fluid flow, reactor theory, heat transfer, and the duties and responsibilities of the Shift Technical Advisor.
co Performance of control manipulations on an applicable simulator to include the following items:

Plant or reactor startups to include a range that reactivity feedback from nuclear heat addition is noticeable and heat up rate is established

Manual control of steam generators and/or feedwater during startup and shutdown.

A retraining program shall be established to include a review of the following:
a.
Items covered in 2) and 5) above.
b.
Knowledge of plant systems.
c.
Knowledge of plant facility changes and applicable operating experience related to accident assessment during transients.
d.
Knowledge of abnormal, emergency, and security procedures.

Records of the qualifications, training experience, and retraining shall be retained for at least five years or for as long as the person is employed at the plant, whichever is shorter.
