3/27/80 TITLE NUCLEAR PLANT OPERATORS APPROVED MANAGER SCOPE This Administrative Procedure establishes the general authorities and responsibili-ties of plant operators in terms of use of procedures, response to instrumentation, actions in emergencies, and other related matters .

1. Responsibilities for Use of Procedures The operation of all plant systems and/or major pieces of equipment will be carried out in accordance with approved written procedures. These procedures will be prepared prior to operation of the equipment and will cover the conditions of startup, shutdown, clearing, normal operation, and off-normal operation as appropriate .
a. Each operator is responsible for being thoroughly familiar with the equipment and operating procedures vrithin his area of responsibility, and for adhering to the operating procedure(s) related to the task in which he'is engaged .
b. Each operator is responsible for being familiar vrith those procedures which are related to his actions in the event of a plant emergency.

The immediate action requirements, specified in the plant emergency procedures shall be sufficiently committed to memory to permit the operator to properly identify the emergency, verify the required automatic actions and perform those immediate actions required to place the plant in a stable condition.

C. Operating procedures are to be followed as written, except that temporary changes which clearly do not change the intent of the procedures shall, as a minimum, oe approved by two members of the plant staff knowledgeable in the areas affected by the procedure.

At least one of these shall be a member of plant supervision. For changes to procedures which may affect the operational status of plant systems or equipment, at least one of these individuals shall be a member of plant supervision holding a Senior Operator's license on. the Unit affected. Such changes shall be documented and, appropriate, incorporated in the next revision of the affected if procedure.

If the plant's approved Technical Specifications or safety analysis report commitments are more conservative than the above, a supplemental Administrative Procedure shall be issued that establishes the minimum

d. Changes to procedures, or temporary procedures which change the intent of established procedures; shall not be carried out unless they have received the normal review and approval specified in Nuclear Plant Administrative Procedure E-g.
e. Each operator is responsible for being familiar with the General Operating Orders for Steam Electric Power Plants and for performing work in accordance with their. provisions .
f. The approved written procedure shall be present and followed step by step for those tasks which are extensive and complex, tasks which are in-frequently performed, and tasks in which operations must be performed in a specified sequence .
g. The operator performing the task, or following the task while others perform it, is responsible for the verification of completion of significant steps, by initials or signatures of checkoff lists such verification is required.

2. Technical Specifications and Radiation Control Standards
a. Each operator is responsible for adherence to the Company's Radiation Control Standards, which were derived from the requirements contained in various Federal Regulations (10CFR 19 and 20 for example), in the conduct of all of his on-site activities .
b. The Licensed Operators and Senior Operators on shift are responsible for assuring that all operations involving plant equipment are conducted in accordance with the provisions of the Technical Specifications and applicable Federal Regulations.
3. Response to Instrumentation Each operator is responsible to believe and respond conservatively to instrument indications unless they are proven to be incorrect.
4. Logs Each operator who is required to maintain a log shall keep the logs and records current and accurate .
5. Abnormal Conditions
a. In the, event of a reactor trip or an unscheduled or unexplained power reduction, the reactor shall not be returned to power until:
1) The Plant Superintendent or his delegate has been notified and has given his approval . The Plant Superintendent or his delegate has not authorize the return to power until the circumstances have

2) An individual appropriately qualified in reactor engineering is present in the control room.
3) A Licensed Senior Operator is present in the control room and providing direction for the return to power.

b . In the event of an unexplained change in one or more plant process variables or instrument readings, which does not result in reactor trip or power reduction, the Shift Foreman shall be promptly informed and shall be responsible for determining that operations can safely continue.

c . Notwithstanding b . above, the Licensed Operator shall have the authority and responsibility to shut the reactor down when he determines that the safety of the reactor is, in jeopardy or when operating parameters exceed the reactor protection circuit setpoints and automatic shutdown does not occur ~

d. Whenever, in the judgement of an operator, immediate action is necessary to prevent injury to persons, damage to property, or to maintain service, the operator shall act in accordance with his best judgement. As soon as possible following such action, he shall notify his immediate supervisor.

Nothing in the previous sections shall be taken to limit the authority of the ranking Licensed Senior Operator with line authority over the shift operators to take whatever action he considers to be necessary in the event of an emergency to minimize personnel injury and to protect health and safety. However, if such action requires that established shall be reported to higher plant procedures be violated, the action management as soon as possible,

e. In the event of an emergency not covered by an approved procedure, operations personnel shall take action so as to minimize personnel injury, protect health and safety, and minimize damage to the facility.

However, actions required to minimize personnel injury and protect health and safety shall always take precedence over actions intended to minimize damage to the facility.

6. Licensed Operator Responsihilities
a. The NRC requires that:

l) Only Licensed Operators are permitted to manipulate the controls that directly affect reactivity (10CFR 50.54 (i). Non-licensed operators may manipulate the controls as part of their training program to qualify for a license provided they do so under the direction and in the presence of a Licensed Operator or Senior Operator (10CFR55.9).

2) Licensed Operators are required to be present at the controls at all times during the operation of the facility (10CFR 50.54 (k)).
3) Operation of mechanisms and apparatus other than controls which may indirectly affect the power level or reactivity of a reactor shall only be accomplished with the knowledge and consent of an operator licensed in accordance with Part 55

'(10CFR 50. 54 (3 ) ) .

4) Licensed Senior Operators are required to be present at the facility during specified conditions, and available or on call at other times during operation (10CFR 50.54 (m)).
5) NRC licensed individuals shall observe all applicable rules, regulations and orders of the Commission, whether or not stated in the license (10CFR 55.31 (d)).

6). NRC licensed individuals are responsible for taking timely and proper actions so as not to create or cause a hazard to "safe operation of the facility"'(i.e. actions or activities including failure to take action, related to the facility which could have an adverse affect on the health and safety of the public, plant workers or other individuals).

b. Paragraph 55.40(b) of Title 10 of the Code of Federal Regulations prescribes that NRC issued operator licenses may be revoked, suspended or modified for failure to observe any terms or conditions of any rule, regulation or Order of the Commission, or any conduct determined to be a hazard to safe operation of the facility. These would generally involve serious items of noncompliance where: (1) the individual's actions clearly demonstrate inattention to duties or disregard for requirements including technical specifications and operating procedures; (2) the NRC licensed individual fails to take a required action or takes an independent action that results in significant actual or potential safety consequences; or (3) there is repetitive noncompliance with regulatory requirements.
6. Transmitting Operating Information to Shift Foreman All operators are responsible for reviewing routine operating data in their area of responsibility and keeping the Shift Foreman as to the general status of plant equipment, and shall report to the Shift Foreman any equip-ment malfunctions or other occurrence which may affect the safety, reliabilityp or load capability of the Unit as soon as practicable.
