SUMMARY

OF July 18, 2016, Meeting with Exelon Nuclear Generation to Discuss Calvert Cliffs Units 1 and 2 - Generic Letter 2004-02 Resolution Update On July 18, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee) at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, Rockville, Maryland. The purpose of the meeting was to discuss the licensees June 8, 2016, supplemental response to Generic Letter 2004-02 regarding revised zone of influence and debris size distribution information, and to provide an update to the staff on its resolution path activities and risk-informed closure plan for the Calvert Cliffs Nuclear Power Plant, Units 1 and

2. The meeting notice and agenda, dated July 5, 2016, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16187A162. The licensees slides are available in ADAMS at Accession No. ML16198A001. The licensee presented a summary of the following:
  • Discussion of Calvert Cliffs simplified risk-informed approach
  • Strainer performance criteria and preliminary results
  • Discussion of revised zone of influence (ZOI) and debris size distributions
  • Current schedule for submitting closure submittal with risk-informed GSI-191 analysis and results, including plan for exemption from 10 CFR 50.46
  • Proposed plan and schedule for next meeting The licensee provided an overview of its risk-informed approach for resolving GSI-191 which included a description of the strainer performance criteria and preliminary results which showed no threat to strainer performance. The licensee then discussed its plan for submitting an exemption request from 10 CFR 50.46(a)(1) requirements which will follow the precedent exemption submitted by South Texas Project. The licensee stated that it is not licensed to 10 CFR 50 Appendix A General Design Criteria (GDC), and therefore, do not intend to submit an additional exemption for the Appendix A GDCs. The licensee also gave a summary of its June 8, 2016, supplemental response to GL 2004-02 (ADAMS Accession No. ML16165A490). In particular, the licensee indicated that it had discovered additional information on certain materials to enable them to revise the ZOI and debris size distribution information for these materials. Specifically, the supplemental response indicated that the revised ZOI and debris size distributions are addressed for (1) NUKON and thermal wrap blanket insulation, (2) mineral wool insulation in stainless steel cassettes, (3) generic fiberglass Insulation, and (4) lead wool shielding blankets. The licensee requested feedback from the staff on the information presented in Attachment 1 of their June 8, 2016 response. Finally, the licensee provided a general schedule and projection for submitting its final submittal for GL 2004-02. They stated that since the schedule for publication of the safety evaluations supporting the South Texas Project (STP) Risk Informed GSI-191 pilot submittal and WCAP-17788 has been extended beyond original target date (2nd quarter 2016), the licensee plans to submit it closure submittal for GL 2004-02 no later than three months after the NRC staff issues the safety evaluation for the STP risk-informed GSI-191 and the WCAP (whichever is later).

Next steps: The next public meeting will be targeted for September 2016; the licensee plans to present follow-up information regarding its treatment of longitudinal welds and its proposed centroid methodology with preliminary results.

No members of the public were in attendance, and no feedback forms were received. No decisions were made regarding the acceptability of Exelons proposed submittals.
