Exelon Generation Company, LLC - Proposed Fleet Alternative to Documentation Requirements for Pressure Retaining Bolting Mr. Loomis, By application dated December 1, 2020 (ADAMS Accession No. ML20336A008), Exelon Generation Company, LLC (the licensee) submitted a request in accordance with paragraph 50.55a(z)(1) of Title 10 of the Code of Federal Regulations (10 CFR) for a proposed alternative to certain requirements of 10 CFR 50.55a, Codes and standards, for Braidwood Station, Units 1 and 2; Byron Station, Unit Nos. 1 and 2; Calvert Cliffs Nuclear Power Plant, Units 1 and 2; Clinton Power Station, Unit No. 1; Dresden Nuclear Power Station, Units 2 and 3 (Dresden); James A. FitzPatrick Nuclear Power Plant; LaSalle County Station, Units 1 and 2; Limerick Generation Station, Units 1 and 2; Nine Mile Point Nuclear Station, Units 1 and 2; Peach Bottom Atomic Power Station, Units 2 and 3; Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities); and R. E. Ginna Nuclear Power Plant. The proposed alternative would allow the licensee to forgo preparation and completion of a repair and replacement plan and associated Form NIS-2 (or NIS-2A) for certain pressure retaining bolting at these facilities. These documentation requirements are provided in Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code, as incorporated by reference in 10 CFR 50.55a with conditions.

In part, the application requests an alternative to the applicable ASME BPV Code requirements for the fifth 10-year inservice inspection (ISI) intervals at Dresden and Quad Cities. By letter dated April 20, 2021 (ADAMS Accession No. ML21110A092), Exelon provided supplemental information in response to a U.S.

Nuclear Regulatory Commission (NRC) staff request for additional information issued on March 1, 2021 (ADAMS Accession No. ML21062A065). The supplement included an additional request to use the proposed alternative for the sixth 10-year ISI intervals at Dresden and Quad Cities. The supplement states that the 2017 edition of the ASME BPV Code, Section XI, will be applicable to the sixth 10-year ISI intervals at Dresden and Quad Cities. However, the original application did not request an alternative to the requirements in the 2017 edition of the ASME BPV Code, Section XI, for Dresden and Quad Cities.

The NRC staff has decided that this additional request is beyond the scope of the original application, which was accepted for review on December 14, 2020 (ADAMS Accession No. ML20350B558).

Therefore, the NRC staff will review the additional request to use the proposed alternative for the sixth 10-year ISI intervals at Dresden and Quad Cities separately from the original application. The separate NRC reviews of the proposed alternative for the sixth 10-year ISI intervals at Dresden and Quad Cities will be performed under EPIDs L-2021-LLR-0030 and L-2021-LLR-0029, respectively.
