By letter dated May 12, 2021, as supplemented by letter dated November 16, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML21133A297 and ML21320A242), Constellation Energy Group, LLC (CEG, the licensee) submitted a relief request for Calvert Cliffs Nuclear Plant Units 1 and 2. The licensee requested approval of proposed alternative RS 21-056, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(1) to the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code). On June 1, 2021 the NRC staff notified the licensee that its request had been accepted for review, and the NRC staff estimated it would complete the review by March 1, 2022 and require 160 hours0.00185 days <br />0.0444 hours <br />2.645503e-4 weeks <br />6.088e-5 months <br /> to complete. During routine interactions by phone call on February 25, 2022, the project manager informed the licensee of a potential delay in the schedule for completing the review of the relief request.
The purpose of this email is to officially inform the licensee that the NRC will not complete its review by March 1, 2022. The NRC staff will be holding a public meeting on March 4, 2022 (ADAMS Accession No. ML22053A171) to communicate staff perspectives on risk-informed modification of the In-service Inspection Program, the subject of this request, and will proceed with processing the request following the meeting. A request for additional information may be sent to the licensee following the meeting. As a result, the NRC staff now expects to complete its review by June 1, 2022. This estimate could change due to several factors such as requests for additional information and an unanticipated addition of scope to the review. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion or level of effort, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The change in estimated completion was discussed with and approved by the Director for the Division of Operating Reactor Licensing.
