UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 February 8, 2016 Mr. Michael P. Gallagher Vice President, License Renewal Projects Exelon Generation Company, LLC 200 Exelon Way P.O. Box 500 Kennett Square, PA 19348
SUBJECT:
NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 57 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING LASALLE COUNTY STATION, UNITS 1 AND 2 (TAC NOS. MF5567 AND MF5568)
Dear Mr. Gallagher:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 57 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating licenses NPF-11 and NPF-18 for an additional 20 years of operation for LaSalle County Station, Units 1 and 2 (LSCS). Enclosed is a copy of the draft supplement and a draft of the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The accession number for draft Supplement 57 to the GElS is ML16033A103. In addition, the Seneca Public Library located at 210 N. Main St., Seneca, IL 61360 has agreed to make the draft supplement available.
As discussed in Chapter 5 of the draft supplement, the preliminary recommendation is that the adverse environmental impacts of license renewal for LSCS are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) Exelon Generation Company, LLCs (Exelon)
Environmental Report; (3) consultation with Federal, state, local, and tribal agencies; (4) the NRC staff's own independent review; and (5) the NRC staff's consideration of public comments received during the scoping process.
A public meeting to discuss the findings of the draft SEIS will be held on March 22, 2016, at LaSalle County Emergency Operations Center, 711 East Etna Road, Ottawa, Illinois. The meeting will convene at 7:00 p.m. and will continue until 9:00 p.m., as necessary. An NRC meeting notice will be published to provide more details about this public meeting.
A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
