OF THE LICENSE RENEWAL ENVIRONMENTAL AUDIT FOR LASALLE COUNTY STATION, UNITS 1 AND 2 (TAC NOS. MF5567 AND MF5568)

Dear Mr. Gallagher:

From May 5-7, 2015, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) participated in a site audit at LaSalle County Station (LSCS),

Units 1 and 2, as part of the license renewal application environmental review. The goal of the audit was to review documentation and gather information to ensure that the environmental requirements for license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51 were met. A letter dated April 28, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15106A392) was sent to you containing an audit plan (ML15105A381). The enclosure is a list of representatives from the NRC and Exelon Generation Company, LLC (Exelon) who participated in the audit.

An entrance meeting was held on May 5, 2015, to introduce participants and discuss audit logistics. Following the entrance meeting, the environmental review team participated in a general site tour of LSCS. The general site tour provided an overview and orientation of the site areas relevant to the environmental review.

During the remainder of the site audit, the environmental review team examined data used by Exelon in preparation of the environmental report and met in smaller groups with Exelon representatives to address the staff-specific audit needs identified in the audit plan. These groups participated in various activities, including documentation review, area focused tours, and interviews with cognizant personnel. Specific tours were conducted for air emissions, noise sources, cultural resources, surface water and groundwater resources, radiological and non-radiological waste, terrestrial ecology, aquatic ecology, special status species and habitats, and radiological monitoring.

The environmental review team members also met with the NRC resident inspectors and offsite with local officials from the Illinois Historic Preservation Agency, for information gathering purposes to assist the staff in developing the draft Supplemental Environmental Impact Statement (DSEIS) for LSCS.

M. Gallagher At the conclusion of the site audit, the NRC staff summarized the status of the review with Exelon representatives during the exit meeting. Most of the team's questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were not will be answered by Exelon, as it responds to a request for additional information (RAI) letter to be issued subsequently. The RAl letter will also contain documents requested by the team during the site audit. These documents will be made publicly available in ADAMS at http://www.nrc.gov/reading-rm/adams.html. While the NRC review team did not identify any significant environmental issues during its site audit or during the meetings with other participants, the team indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process, during the course of the review.
