Dear Sir:

By letter dated January 15, 2014, Duke Energy Florida, Inc. (DEF), requested exemptions from 10 CFR 73, Appendix B, which if granted, would have eliminated the requirement to perform annual force-on-force exercises (Reference 1). DEF is hereby withdrawing the exemption request for Crystal River Unit 3 as a result of the publication of COMSECY-14-0015, "Security Inspections at U.S. Nuclear Regulatory Commission Decommissioning Reactors," (Reference 2). COMSECY-14-0015 outlines the NRC staff's intended approach for security inspections at decommissioning power reactors.

No new regulatory commitments are contained in this submittal.
