U.S. Nuclear Regulatory Commission Page 2 June 16, 2014 Included in the TS and TSB Developmental Revision I and TRM and TRMB Developmental Revision D, respectively are changes that have been submitted by the referenced correspondence, changes to incorporate recently approved WBN Unit 1 Amendments, and recently docketed WBN Unit 1 Amendment requests.

The enclosure provides a description of each of the changes, and changes that have not been previously submitted including the rationale for making the change. It should be noted that due to the size of the attachments, each is provided on the enclosed optical media as attachments 1 - 5. Enclosure SYNOPSIS OF REVISIONS INCLUDED IN WATTS BAR NUCLEAR PLANT UNIT 2 DEVELOPMENTAL REVISION I OF THE TECHNICAL SPECIFICATIONS, TECHNICAL SPECIFICATION BASES, TECHNICAL REQUIREMENTS MANUAL, AND TECHNICAL REQUIREMENTS MANUAL BASES 1.0

SUMMARY

This letter provides the Watts Bar Nuclear Plant (WBN) Unit 2 Developmental Revision I Technical Specifications (TS) and TS Bases, and Developmental Revision D Technical Requirements Manual (TRM), and TRM Bases. This is a complete copy of the entire TS, TS Bases, TRM, and TRM Bases.

The revisions include changes previously submitted by letter for WBN Unit 2 since the submittal of the TS and TS Bases Developmental Revision H, and TRM and TRM Bases Developmental Revision C. Developmental Revisions I and D also incorporate recently approved WBN Unit 1 amendments and amendments submitted and currently under review by the Nuclear Regulatory Commission (NRC).

For the WBN Unit 2 revisions previously submitted (References 1 - 4), a justification for these changes is not provided in this document as it was included in the referenced submittal. A discussion of the applicability of the WBN Unit 1 TS changes to WBN Unit 2 is summarized in Section 2.1 of this enclosure. The current changes to the TS, TS Bases, TRM, and TRM Bases are primarily minor enhancements, grammatical corrections, nomenclature consistency, and format revisions. For those specific cases where there is a technical change to the TS and TS Bases not previously provided, a technical basis or reference is provided in this enclosure. The proposed changes to the TS, TS Bases, TRM, and TRM Bases are discussed in Sections 2.2, 2.3, 2.4, and 2.5, respectively.

For WBN Unit 2, TS 3.3.3, "Post Accident Monitoring (PAM) Instrumentation" and TS Bases 3.3.3, "Post Accident Monitoring (PAM) Instrumentation" have been relocated and renumbered as TS 3.3.9, "Post Accident Monitoring (PAM) Instrumentation" and TS Bases 3.3.9, "Post Accident Monitoring (PAM) Instrumentation," respectively. This was done as an enhancement and to achieve consistency with the WBN Unit 1 TS and TS Bases section identification and numbering.

Proposed WBN Unit 1 License Amendment Request (LAR) for Technical Specification (TS) 3.8.4, "DC Sources Operating," submitted to the NRC and applicable to WBN Unit 2, has been withdrawn per discussion with the staff (Note: Formal request per forthcoming TVA Letter CNL-14-083, 'Withdrawal of Application to Modify Watts Bar Nuclear Plant, Unit 1 Technical Specifications (TS) 3.8.4, 3.8.5, and 3.8.6 (WBN-TS 07)). WBN Unit 2 had previously included the proposed WBN Unit 1 LAR content for TS 3.8.4 and TS Bases 3.8.4 as part of TS and TS Bases Developmental Revision H (Reference 1). Due to the pending withdrawal of the subject WBN Unit 1 LAR, both WBN Unit 2 TS 3.8.4 and TS Bases 3.8.4 have been revised accordingly to reflect their content prior to the submittal of Developmental Revision H. The revised content for TS 3.8.4 and TS Bases 3.8.4 are included in Developmental Revision I.
