Actually DRA had these reports and have used them courtesy of George and Raman's effort last April. What we could use is the 2004 failure modes report. The 2004 report served as the framework for the 2007 inspections. The 2004 report is pretty irrelevant to our risk assessment, but Duke wants to use the failure modes assessment to conduct a dam-PRA in a futile effort to claim Jocassee gross failure is so remote (e.g., 1 in 10,000,000 years) and that it is okay to leave the Oconee site unprotected. The licensee seems fixated that they can calculate the problem away. I guess they are fantasizing that someone will buy into their approach.

There is literature in the dam community that dam-PRAs should be used with great caution. Surprise, surprise that they have the same concerns as the NRC does about making risk-based safety decisions using probabilistic models with very large uncertainties.

I have been unable to find the material he has requested.
